While direct evidence of these linkages may sometimes be limited, their indirect impact on governance, stability, and societal well-being is undeniable. At its core, this nexus highlights the potential for criminal organizations and terrorist groups to exploit political systems and elections. The financial resources garnered through political processes can significantly influence the decisions and policies of elected officials, potentially enabling or perpetuating criminal activities such as drug trafficking and human trafficking. Consequently, tackling this nexus requires a concerted effort involving law enforcement agencies, governments, and international bodies to disrupt these interdependencies and protect the rule of law and public safety on a global scale.

This report is one of several studies conducted by UNODC on organized crime threats around the world. Markowitz analyze the links between the drug trade and terror financing in Central Asia, finding that state security services shape the nexus of trafficking and terrorism.

One of the most surprising developments in Mexico's transition to democracy is the outbreak of criminal wars and large-scale criminal violence. Why did Mexican drug cartels go to war as the country transitioned away from one-party rule? And why have criminal wars proliferated as democracy has consolidated and elections have become more competitive subnationally? In Votes, Drugs, and Violence, Guillermo Trejo and Sandra Ley develop a political theory of criminal violence in weak democracies that elucidates how democratic politics and the fragmentation of power fundamentally shape cartels' incentives for war and peace. Drawing on in-depth case studies and statistical analysis spanning more than two decades and multiple levels of government, Trejo and Ley show that electoral competition and partisan conflict were key drivers of the outbreak of Mexico's crime wars, the intensification of violence, and the expansion of war and violence to the spheres of local politics and civil society.

What should we make of the outsized role organized crime plays in conflict and crisis, from drug wars in Mexico to human smuggling in North Africa, from the struggle in Crimea to scandals in Kabul?
