The National Politics of EU Enlargement in the Western Balkans examines the way in which a number of European Union member states, including Germany and France, formulate their policies towards enlargement in the Western Balkans. The six countries of the Western Balkans – Albania, Bosnia and Herzegovina, Kosovo, Montenegro, North Macedonia and Serbia – are on course to become the next members of the European Union. While there has been a lot of work on the ways in which these countries are preparing for accession, and how the EU as a whole approaches the question of expansion, very little attention has been paid to how individual EU member states regard enlargement into a region that presents a number of serious challenges, including the legacies of the conflicts of the 1990s, economic underdevelopment and poor governance. Focusing on key states, such as Germany, France and Italy, the neighbouring countries of Central and South East Europe, and Britain, once a leading advocate of enlargement that is now in the process of leaving the European Union, this volume casts important new empirical and conceptual light on the diverse motivations that underpin member state attitudes towards EU enlargement. The National Politics of EU Enlargement in the Western Balkans will be of great interest to scholars of the European Union, European politics, and the politics of the Western Balkans. The aim of this book is to highlight the relationship between the EU and the Western Balkan countries in light of their EU membership perspective and the impact that the EU Enlargement of Central and Eastern European countries at the beginning of the twenty first century has given to the Western Balkans. The book presents, in depth, the dual relationship between the EU and the Western Balkans. On the one hand it displays the continuous EU role in the Western Balkans, in particular in issues such as: the EU accession criteria; the EU approach and enlargement strategy; the visa liberalization process; the Stabilization and Association Process; the Stabilization and Association Agreements; instruments of financial assistance; the EU role in restoring and keeping peace and stability and in increasing the regional cooperation among the Western Balkans countries. On the other hand, it presents and analyses the progress the Western Balkans have achieved and the challenges faced such as: initially with the implementation of the bilateral Free Trade Agreements and then the regional Free Trade Agreement and the Stabilization and Association Agreements; nature and effects of these agreements in developing markets, in increasing trade exchanges among the Western Balkans countries; the progress each country has made toward lasting growth and in fulfilling the criteria of the EU integration process. The book reflects the regional approach of EU towards those countries while differentiating the individual progress in each country. This gives the book an interdisciplinary character. The latest enlargement experiences of the EU are used as a comparison for the current EU policy towards Western Balkans, while confirming a clear integration perspective for the region.

This volume casts a fresh look on how the political spaces of the Western Balkan states (Croatia, Bosnia and Herzegovina, Serbia, Montenegro, Kosovo, Macedonia and Albania) are shaped, governed and transformed during the EU accession process. The contributors argue that EU conditionality in the Western Balkans does not work ‘effectively’ in terms of social change because rule transfer remains a ‘contested’ business, due to veto-players on the ground and strong legacies of the past. The volume examines specific policy areas, salient in the enlargement process and to a different degree incorporated in the accession criteria, as well as EU foreign policy in the spheres of post-conflict stabilisation, democratization and the rule of law promotion.

The book investigates the scope and limitations of the transformative power of EU enlargement in the Western Balkans. The extension of EU enlargement policy to the region has generated high expectations that enlargement will regulate democratic institution-building and foster reform, much as it did in Central and Eastern Europe. However, there is very little research on whether and how unfavourable domestic conditions might mitigate the transformative power of the EU. This volume investigates the role of domestic factors, identifying ‘stateness’ as the missing link between the assumed transformative power of the EU and the actual capacity to adopt EU rules across the region. Including chapters on Croatia, Serbia, Macedonia, Albania, Kosovo, and Bosnia-Herzegovina, leading scholars in the field offer up-to-date comparative analysis of key areas of institutional and policy reform; including state bureaucracy, rule of law, electoral management, environmental governance, cooperation with the International Court of Justice, economic liberalization and foreign policy. Looking to the future and the implications for policy change, European Integration and Transformation in the Western Balkans provides a new theoretical and empirical focus on this little understood area. This book offers a well-investigated and accessible picture of the current situation around the politics of LGBT (Lesbian, Gay, Bisexual, and Transgender) rights and activism in Central Europe and the Western Balkans in the context of the enlargement of the European Union (EU). John O'Brennan examines the EU's deepening relationship with the countries of the Western Balkans from a constructivist perspective, analyzing the different ways in which the enlargement process has impacted on the region, and the extent to which enlargement has helped stabilize, democratize and Europeanize the region.

This book analyses Member States’ and EU neighbours’ national visions for the enlargement of the European Union (EU), highlighting 41 national histories, policies, and corresponding public perceptions of European integration. In a geopolitical context in which Russia’s war of aggression in Ukraine has renewed the impetus for EU enlargement, national views vary considerably on the timing, conditions, and reforms necessary to welcome Eastern neighbours and the Western Balkans countries into the European family. Moreover, EU enlargement policy is not only an investment in peace and stability; it has also become a political tool in response to the exploitation of interdependencies and illiberal pressures. This book presents concrete policy recommendations to national governments and the EU on how to move forward productively.
