An effective state is essential to achieving socio-economic and sustainable development. With the advent of globalization, there are growing pressures on governments and organizations around the world to be more responsive to the demands of internal and external stakeholders for good governance, accountability and transparency, greater development effectiveness, and delivery of tangible results. Developing Monitoring and Evaluation Frameworks is a practical book that provides clear, step-by-step guidance on how to develop a monitoring and evaluation framework in a participatory, logical, systematic, and integrated way. Authors Anne Markiewicz and Ian Patrick outline the key stages and steps involved, including: scoping the framework; identifying planned results; using program theory and program logic; developing evaluation questions; identifying processes for ongoing data collection and analysis; determining means to promote learning; reporting; and dissemination of results. A final chapter focuses on planning for implementation of the framework, with reference to the broader program and organizational context. The authors draw on their extensive experience in developing monitoring and evaluation frameworks to provide examples of good practice that inform organizational learning and decision making, while offering tips and guidelines that can be used to address common pitfalls.

A growing number of governments are working to improve their performance by creating systems to measure and help them understand their performance. These systems for monitoring and evaluation (M & E) are used to measure the quantity, quality, and targeting of the goods and services--the outputs--that the state provides and to measure the outcomes and impacts resulting from these outputs. These systems are also a vehicle to facilitate understanding of the causes of good and poor performance.

This Joint Staff Advisory Note (JSAN) reviews the first Annual Progress Report (APR) on Somalia’s Ninth National Development Plan (NDP9).1 NDP9 is a nationally owned and comprehensive strategy for poverty reduction and inclusive growth. It covers 2020–2024 and is organized around the four pillars: Inclusive Politics, Security and the Rule of Law, Economic Development and Social Development . NDP9 was submitted to the IMF and World Bank on October 15, 2019, to fulfill the Enhanced Heavily Indebted Poor Countries (HIPC) Initiative’s poverty reduction strategy requirement. The first Annual Progress Report (APR) was received by the World Bank and the IMF in June 2022. It describes the progress of the Federal Government of Somali (FGS) in implementing the first year of the NDP9, i.e., in 2020. The government is in the process of preparing the midterm review of NDP9, which will serve as APR for 2021 and 2022.
