In October 1991, more than sixty executives and experts met in Alexandria, Virginia to outline a ten year Action Plan for District Heating, Cooling and Cogeneration (DHC/C). Attendees represented industry, government, non-profit associations, and academia. Their challenge was to develop a series of goals and actions that can "Make DHC/C a major contributor to the energy security, environmental quality and economy of the United States within the next decade." The Action Plan that emerged from the meeting charts an aggressive long-term strategy for the achievement of four primary goals: a credible foundation, a competitive position, an effective presence, a fair policy climate. The Action Plan describes general steps and responsibilities to reach these goals. Participants in the Plan's formative workshop are listed at the end of this document. A Work Program that schedules specific activities during 1992-1993 will be completed in the Spring of 1992.

This book evaluates the potential of the combined use of district heating networks and cogeneration in the European Union (EU). It also proposes measures to remove barriers hindering their widespread implementation, formulates policies for their implementation, and evaluates their economic, energy, and environmental consequences. The book presents a preliminary assessment of the likely cost and the impact of widespread adoption of district heating networks and cogeneration carried out in three cities that represent the variety of climatic conditions in the EU. Based on this assessment, it is estimated that by undertaking the maximum economically feasible implementation across the EU, fuel savings of €95M/year would be achieved, representing energy savings of 6,400 petajoules (PJ), which is around 15% of the total final energy consumption in the EU in 2013 (46,214.5 PJ). Using simple and quick calculations and not specific software, the method used allows the evaluation of the potential benefits of retrofitting existing power plants into cogeneration plants and connecting them to nearby heating networks. In light of increasing energy costs and environmental concerns, the book is of interest to heating engineers, city planners, and policy-makers around the globe.

Quantifying exergy losses in the energy supply system of buildings reveals the potential for energy improvement, which cannot be discovered using conventional energy analysis. Thermoeconomics combines economic and thermodynamic analysis by applying the concept of cost (an economic concept) to exergy, as exergy is a thermodynamic property fit for this purpose, in that it combines the quantity of energy with its quality factor. Exergy Analysis and Thermoeconomics of Buildings applies exergy analysis methods and thermoeconomics to the built environment. The mechanisms of heat transfer throughout the envelope of buildings are analyzed from an exergy perspective and then to the building thermal installations, analyzing the different components, such as condensing boilers, absorption refrigerators, microcogeneration plants, etc., including solar installations and finally the thermal facilities as a whole.
