After Sept. 11, 2001, George W. Bush declared, “Either you are with us, or you are with the terrorists.” Bush’s assertion was not simply jingoist bravado—it encapsulates the civilizationalist moralism that has motivated and defined the United States since its beginning, linking the War on Terror to the nation’s settlement and founding. In Queer Terror, C. Heike Schotten offers a critique of U.S. settler-colonial empire that draws on political, queer, and critical indigenous theory to situate Bush’s either/or moralism and reframe the concept of terrorism. The categories of the War on Terror exemplify the moralizing politics that insulate U.S. empire from critique, render its victims deserving of its abuses, and delegitimize resistance to it as unthinkable and perverse. Schotten provides an anatomy of this moralism, arguing for a new interpretation of biopolitics that is focused on sovereignty and desire rather than racism and biology. This rethinking of biopolitics puts critical political theory of empire in dialogue with the insights of both native studies and queer theory. Building on queer theory’s refusal of sanctity, propriety, and moralisms of all sorts, Schotten ultimately contends that the answer to Bush’s ultimatum is clear: dissidents must reject the false choice he presents and stand decisively against “us,” rejecting its moralism and the sanctity of its “life,” in order to further a truly emancipatory, decolonizing queer politics.

Color coded terror alerts, invasion, drone war, rampant surveillance: all manifestations of the type of new power Brian Massumi theorizes in Ontopower. Through an in-depth examination of the War on Terror and the culture of crisis, Massumi identifies the emergence of preemption, which he characterizes as the operative logic of our time. Security threats, regardless of the existence of credible intelligence, are now felt into reality. Whereas nations once waited for a clear and present danger to emerge before using force, a threat's felt reality now demands launching a preemptive strike. Power refocuses on what may emerge, as that potential presents itself to feeling. This affective logic of potential washes back from the war front to become the dominant mode of power on the home front as well. This is ontopower—the mode of power embodying the logic of preemption across the full spectrum of force, from the “hard” (military intervention) to the "soft" (surveillance). With Ontopower, Massumi provides an original theory of power that explains not only current practices of war but the culture of insecurity permeating our contemporary neoliberal condition.

Taking its inspiration from Michel Foucault, this volume of essays integrates the analysis of security into the study of modern political and cultural theory. Explaining how both politics and security are differently problematised by changing accounts of time, the work shows how, during the course of the 17th century, the problematisation of government and rule became newly enframed by a novel account of time and human finitude, which it calls ‘factical finitude’. The correlate of factical finitude is the infinite, and the book explains how the problematisation of politics and security became that of securing the infinite government of finite things. It then explains how concrete political form was given to factical finitude by a combination of geopolitics and biopolitics. Modern sovereignty required the services of biopolitics from the very beginning. The essays explain how these politics of security arose at the same time, changed together, and have remained closely allied ever since. In particular, the book explains how biopolitics of security changed in response to the molecularisation and digitalisation of Life, and demonstrates how this has given rise to the dangers and contradictions of 21st century security politics. This book will be of much interest to students of political and cultural theory, critical security studies and International Relations.
