The necessity for the introduction of the words particular matter in the present Act was occasioned by the refusal of some arbitrators to state more in their award than they were compelled to do by the actual words of the Act as, however, under the present Act the arbitrator will be required to determine other things besides the compensation for improvements, as indeed he was, although not to the same extent, under the earlier Acts, the provision should prove useful.
