Despite its low penetration in China's vast rural areas, the Internet is generally perceived as a new engine for rural empowerment. By examining five Internet application initiatives in rural China, this book offers a unique view of the diffusion and usage of the Internet and its implications on the lives of rural people. Placed in the political, socioeconomic and infrastructure contexts of rural China, the book departs from the classical diffusion of innovations model and extends the existing knowledge on the adoption and usage of the Internet by rural people. In addition to testing the applicability of the diffusion of innovations theory to the diffusion of Information and Communications Technologies in the rural areas today, the study provides rich empirical evidence regarding the actual impact of the Internet on the livelihood of rural people. It also shows some innovative uses of the Internet in rural development.

This publication reviews the practices and policies of Internet Plus agriculture business models in the People's Republic of China (PRC). It analyzes the agriculture value chain model, rural e-commerce platform, and Internet Plus agriculture service model. The Internet Plus rural economy is an emerging driver of comprehensive development in the PRC as a new production management and marketing tool for farmers and farmers' cooperatives. Its potential is seen as a foundation for vitalizing the countryside and key to achieving agricultural modernization.

The urban-rural relationship in China is key to a sustainable global future. This book is particularly interested in peri-urbanization in China, the process by which fringe areas of cities develop. Recent institutional change has helped clarify property rights over collective land, facilitating peri-urban area development. Chapters in this book explore how rural industrialization has changed the landscape and rules about land use in peri-urban areas. This publication, produced by FAO and Zhejiang University, examines how rural e-commerce could advance the digital transformation of agri-food systems, including increasing production efficiency, expanding farmers’ market access, improving poverty alleviation, fostering agricultural entrepreneurship, and attracting young generations back to their villages for economic revival and rural revitalization. It is highlighted that an enabling ecosystem with favourable government policies and strategies, public-private partnerships and innovative business models is of great importance to accelerate the development of rural areas in China, and generate larger economic, social and environmental impacts. As the largest developing country in the world, the experience of digital agriculture transformation in China could be shared with other developing countries. The report also discusses some of the challenges encountered and lessons learned during the development of rural e-commerce, as well as the proposals for the way forward.

At the turn of the millennium, the disparities between rural and urban livelihoods, underdevelopment and administrative shortcomings in the Chinese countryside were increasingly seen as posing a manifest threat to social harmony and economic and political stability. At that time the term "three rural problems" (sannong wenti) was coined which defined the main issues of rural life that needed to be targeted by government action: agriculture (nongye), villages (nongcun) and farmers (nongmin). In turn, with the launch of the 11th Five-Year Plan in 2006, a pledge was made to shift the focus of developmental efforts to the long-neglected countryside, which is still home to half of the Chinese population. This book presents an analysis of adaptive local policy implementation in China in the context of the "Building of a New Socialist Countryside" (BNSC) policy framework. Based on intensive field work in four counties in Fujian, Jiangxi, Shaanxi and Zhejiang Provinces between 2008 and 2011, it offers detailed analyses of the form and impact of county governments’ strategic agency at certain stages and within certain fields of the implementation process (for example, the design of local BNSC programs, the steering of project funding, implementation and evaluation, the establishment of model villages and the management of public participation). Further, this study illustrates that BNSC is far more than the ‘empty slogan’ described by many observers when it was launched in 2005/2006. Instead, it has already brought about considerable shifts in terms of the process and outcomes of rural policy implementation. Altogether, the results of this research challenge existing paradigms by showing how, against the background of contemporary approaches to rural development and recent reforms initiated by the central state, local bureaucracies’ strategic agency can actually push forward effective – albeit not necessarily optimal – policy implementation to some extent, which serves the interests of central authorities, local implementors and rural residents. By tying into the larger debates on China's state capacity and authoritarian adaptability, this book enriches our understanding of the inner workings of the Chinese political system. As such, it will prove invaluable to students and scholars of Chinese politics, public policy and development studies more generally.

With China’s rapid advancements in urbanization and industrialization, there has been significant labor movement away from agriculture in the rural regions. Using four village case studies, Song examines how this restructuring process affects the rural population. Much of her research is centered on their various perceptions and reactions towards the market reforms. How are their lives reshaped through the employment transition? Along with the changes of family life and the diversification of development models, how do an individual’s gender and background play a role in determining employment? These are the broad questions that Song addresses through detailed analysis of four different villages, in light of China’s move towards decentralization of its rural economy.
