In 1999, the Alliance mistakenly bombed the Chinese embassy in Belgrade. Around the same period, allegations were made regarding its involvement in human trafficking and forced prostitution in Bosnia-Herzegovina. A decade later, NATO airplanes hit a fuel truck causing significant civilian casualties in Kunduz, Afghanistan. After more than 60 years of existence and a track-record of more than 30 missions performed worldwide, it is surprising that there is still uncertainty on the scope and content of NATO’s responsibility for wrongful conduct during its military operations. This timely book deals with the international responsibility of NATO during military operations. It examines, the status of the Alliance, the existence of international obligations and conditions of attribution of conduct in NATO.

The second edition of this well received handbook provides a comprehensive overview and annotated commentary of those areas of international law most relevant to the planning and conduct of military operations. It covers a wide scope of military operations, ranging from operations conducted under UN Security Council mandate to (collective) self-defence and consensual and humanitarian operations and identifies the relevant legal bases and applicable legal regimes governing the application of force and treatment of persons during such operations. It also devotes attention to the law governing the status of forces, military use of the sea and airspace and questions of international (criminal) responsibility for breaches of international law. "NATO structure has undergone various changes since the ratification of the alliance in 1949. Following WWII, the need for a strong, allied Western Europe was necessary to prevent further expansion and influence from the Soviet Union as the Cold War began. US military strategy at this time saw the need for a large number of US forces to support European allies from Soviet expansion. During the Cold War, US and European allies were facing contention over the number of US troops in Europe, burden sharing of security, and leadership over allied forces. The cost of keeping many forces in Europe and a reluctance to fully share military technology, intelligence, and equipment with allied nations waned on both the US domestically and allied partner nations. Following the Cold War, the US withdrew many of their forces and focused on simultaneously supporting the expansion of NATO, specifically towards Central and Eastern Europe. This allowed a US forward presence to remain but allowed new member nations to fill the void left behind from its Cold War peak. During this time the US began to share and hand over military commands to other partner nations. This restructure in the 1990s resulted in a narrower command structure and new military strategies. These strategies followed the premise that NATOs military units from partner nations are separable but not separate. This allows and set the precedence for the US military to operate independently or with other NATO member's militaries when conducting NATO operations. In order to bridge the various military units across their membership, NATO began to conduct exercises and update strategy to focus on shared equipment and doctrine amongst members. By the end of restructuring in the 1990s, NATO had forged shared responsibility and made progress towards shared, streamlined military leadership, but the US still ensured a forward-reaching presence and control over military operations."--Abstract.

The book systematically analyses the relationship and interaction between rules of engagement (ROE) and the legal framework regulating armed conflicts, both at the international and national levels. At the international level, the relationship between ROE and human rights law and international humanitarian law is explored. At the national level, the book relates ROE to (comparative) criminal law. A separate chapter analyses the complex relationship between self-defence law and rules of engagement. It is the first monograph to comprehensively examine these issues and to analyse how ROE interact with the various sources of the (international) law of military operations, both in terms of the law as a source for these rules and how the law is reflected and implemented through them. In doing so, and based on the author's own experience, the book provides examples of how complicated, often controversial issues of law can be resolved while keeping the rules understandable at all levels of military operations. Aimed at both scholars and practitioners, the book provides a bridge between the academic world and the operational world. International organizations and governments want to increase women's participation in military operations and peacebuilding. Gender equality is increasingly seen as the antidote to conflict, a key factor in achieving stability. While feminist activism inspired the emergence of these norms on gender and conflict, they were institutionalized through the Women, Peace and Security (WPS) agenda, with the military at the forefront of those changes. In Deploying Feminism, Stéfanie von Hlatky tells the story of how the military has been delegated authority to advance gender equality as part of their activities, while simultaneously tackling increasingly complex threats. Drawing upon fieldwork and interviews, she illustrates how NATO, the world's foremost alliance, has even embedded these ideas in the planning and execution of its missions. For troops deployed on NATO missions, this often means seeking out women in their operating area to improve intelligence gathering activities. While this helps the mission, does it help women and conflict-affected communities? Because of the military's focus on operational effectiveness above all else, von Hlatky argues that there is a distortion of WPS norms, as gender equality concerns fade into the background. Looking at NATO's ongoing operations in Iraq, Kosovo, and the Baltics, Deploying Feminism details the process by which Women, Peace and Security norms are militarized and put at the service of operational effectiveness.
