The Subcommittee on Health and the Environment met to receive testimony on federal health professions programs authorized by Titles VII and VIII of the Public Health Service Act. These programs are slated for repeal by the Bush Administration in 1992. In particular the subcommittee heard testimony on the subject of critical shortages in training allied health personnel, shortages in clinical personnel for laboratories serving rural hospitals, continuing problems encouraging disadvantaged and minority students to enter health sciences careers, and the need to expand the training of mid-level nurses, nurse practitioners and midwives. The 25 witnesses represented many professional associations and educational institutions including: Deborah M. Bash for the American College of Nurse-Midwives; Marvyn M. Dymally, California Representative to Congress; Leopold G. Selker, American Society of Allied Health Professions; Andrea Morales, a fourth year medical student at the Texas College of Osteopathic Medicine; Robert R. Graham, of the American Academy of Family Physicians; and statements from organizations including the American Academy of Pediatrics; Ambulatory Pediatric Association, American College of Physicians Society of General Internal Medicine and Association of Professors of Medicine.
