Ran dall, of Michigan, one of the leading authorities of this country on sub joete connected with prison management and reform. It is intended to present to the public a summary of the proceedings and results of the three previous international congresses and the proceedings and ad dresses of the one last held. Believing this subject to be one of great interest and to bear very directly upon many educational problems, I respectfully recommend the publication of the monograph as a circular of information of this Bureau.
