This book explores the argument that Portugal has been an exception to the trend of political upheaval and electoral instability across Southern Europe following the financial crisis and the bailout period. It does so by mapping and exploring in-depth three key dimensions: the governmental arena, the party system and citizens’ political attitudes. The five chapters in this edited volume show that a number of factors combine to make Portugal not only a very stimulating case study, but also an exception within the South European panorama: the stability of its party system, and that of the mainstream parties’ electoral support in particular; the quick recovery of political attitudes after the end of the bailout period (2011-2014); the absence of competitive populist challengers until 2019, despite high levels of populist attitudes amongst the citizenry; the successful and stable union between anti-austerity parties supporting the socialist government (dubbed the ‘Contraption’) and its adoption of an ‘austerity by stealth’ model. This book shows that it is possible to combine critical junctures and political stability, responsiveness and responsibility, through the study of one of the most intriguing cases in Southern Europe in the last decades. Radical-right behavior is increasing across Western democracies, often very quickly. Previous research has shown, however, that political attitudes and preferences do not change as quickly. Vicente Valentim argues that the role of social norms as drivers of political behavior is crucial for understanding these patterns. Building on a norms-based theory of political supply and demand, he argues that growing radical-right behavior is driven by individuals who already had radical-right views, but who did not act on those views because they thought that they were socially unacceptable. If these voters do not express their preferences, politicians can underestimate how much latent support there is for radical-right policy. This leaves the radical right with less skilled leaders, who are unable to mobilize even radical-right voters to support them. However, if politicians realize that there is more private support for radical-right policy than is typically observable, they have an incentive to run for politics with a radical-right platform and to mobilize silent radical-right views. Their electoral success, in turn, leads to radical-right individuals becoming more comfortable in displaying their views, and impels more politicians to join the radical right. The book's argument makes us rethink how political preferences translate into behavior, shows how social norms affect the interaction of political supply and demand, and highlights how a political culture that promotes inclusion can be eroded. Portuguese democracy is now celebrating its 50th anniversary. Portugal joined the European Union (EU) in 1986, but the enduring legacies of the country’s transition process from authoritarianism to democracy became apparent during the European sovereign debt crisis, when Portugal experienced its third bailout since the institutionalization of democratic government. Although the first decade after EU accession was one of slight growth and investment, Portugal’s economy has, in effect, been performing poorly since the beginning of the 21st century. Among the major changes in Portuga - as in much of Southern Europe - as a result of the ‘great recession’, was the emergence of important new actors, including populist parties, new social movements and the polarization of attitudes toward the EU. In some of these areas, the phrase ‘with the exception of Portugal’ was always present. This book explores the factors that might explain why this is no longer the case, presenting a global overview, with an interdisciplinary focus, of the processes of economic, social and political changes in Portuguese democracy since the 2008 economic crisis. The volume is accessible to a broad academic audience, with chapters examining economic, political, social and foreign policy issues, for scholars interested in an analysis of Portugal’s emergence from the economic crisis.

This book examines the political consequences of the economic crisis in Southern Europe from the perspective of a widening intergenerational divide. It focuses on the cases of Greece, Italy, Portugal and Spain to fill the gap in the literature by examining various age-related rifts in post-crisis Southern Europe. Public discussion about the economic crisis of the late 2000s to mid-2010s in Southern Europe often refers to its impact on the region’s younger citizens, but not enough attention has been given to the political consequences of the crisis on the young. The comparative studies in the volume cover various thematic areas, such as electoral behaviour, political culture, democratic values, forms of political engagement and political representation. The overarching questions that the book attempts to answer are: a) to what extent and in what areas can one talk about an emergent generational divide in the region, and b) has the experience of the economic crisis been profound enough for young South Europeans to create a new ‘crisis political generation’? Many of the answers offered point to tangible effects of the crisis, but mostly in the sense of accentuating dynamics that already existed.
