The 1960s and 1970s saw a marked change in the approach to built heritage conservation. From a focus on the preservation of individual buildings, attention turned to the conservation, regeneration, and reuse of entire historic districts. A key player in this process was the Belgian art and architecture historian Raymond Lemaire (1921–1997), yet beyond those in conservation circles few people know of his work and influence or even recognize his name. In this book, Claudine Houbart traces how the change came about and the role played by Lemaire. She describes his work and influence and in so doing provides a history of urban conservation over the last four decades of the twentieth century and beyond. The first chapter summarizes Lemaire’s background from his training during the Second World War and his work as a Monuments Man immediately after the war, to his role in the drafting of the Venice Charter and his appointment as Secretary General of ICOMOS (International Council on Monuments and Sites). The next chapter describes the rehabilitation of Great Beguinage in Louvain. Now a UNESCO World Heritage Site, the project was directed by Lemaire and is a perfect example of the restoration of an entire district. The following chapter provides case studies of his work in Brussels, demonstrating his methodology in action. The final chapter discusses the transposition of the model of the historic city to urban projects and summarizes Lemaire’s influence on heritage conservation today, particularly integrated conservation. His participation in drafting key conservation documents sponsored by the Council of Europe, UNESCO and ICOMOS, and his desire to revise the Venice Charter are discussed. The book’s conclusion reflects on what has gone before, ending aptly with Lemaire’s own words ‘the past, properly understood, is one of the references for judging the value of today and tomorrow’.

This new volume in the GCI's Readings in Conservation series brings together a selection of seminal writings on the conservation of historic cities. This book, the eighth in the Getty Conservation Institute’s Readings in Conservation series, fills a significant gap in the published literature on urban conservation. This topic is distinct from both heritage conservation and urban planning despite the recent growth of urbanism worldwide, no single volume has presented a comprehensive selection of these important writings until now. This anthology, profusely illustrated throughout, is organized into eight parts, covering such subjects as geographic diversity, reactions to the transformation of traditional cities, reading the historic city, the search for contextual continuities, the search for values, and the challenges of sustainability. With more than sixty-five texts, ranging from early polemics by Victor Hugo and John Ruskin to a generous selection of recent scholarship, this book thoroughly addresses regions around the globe. Each reading is introduced by short prefatory remarks explaining the rationale for its selection and the principal matters covered. The book will serve as an easy reference for administrators, professionals, teachers, and students faced with the day-to-day challenges confronting the historic city under siege by rampant development.

The Future of the Past is a biennial conference generally carried out during the commemoration date of the incorporation of Santa Ana de Los Ríos de Cuenca Ecuador as a World Heritage Site (WHS). It initiated in 2014, organized by the City Preservation Management research project (CPM) of the University of Cuenca, to create a space for dialoguing among interested actors in the cultural heritage field. Since then, this space has served to exchange initiatives and to promote coordinated actions based on shared responsibility, in the local context. The third edition of this conference took place in the context of the 20th anniversary of being listed as WHS and a decade of CPM as the Southern host of the PRECOM3OS UNESCO Chair (Preventive Conservation, Maintenance and Monitoring of Monuments and Sites). For the very first time, and thanks to the collaboration with the Raymond Lemaire International Centre for Conservation of the University of Leuven (Belgium), the conference expanded its local scope. On this occasion, contributions reflected round a worldwide challenge in the cultural field: revealing the paths towards participatory governance of cultural heritage. Participatory governance is understood as institutional decision-making structures supported by shared responsibilities and rights among diverse actors.

More than half of the world’s population now live in urban areas, and cities provide the setting for contemporary challenges such as population growth, mass tourism and unequal access to socio-economic opportunities. Urban Heritage, Development and Sustainability examines the impact of these issues on urban heritage, considering innovative approaches to managing developmental pressures and focusing on how taking an ethical, inclusive and holistic approach to urban planning and heritage conservation may create a stronger basis for the sustainable growth of cities in the future. This volume is a timely analysis of current theories and practises in urban heritage, with particular reference to the conflict between, and potential reconciliation of, conservation and development goals. A global range of case studies detail a number of distinct practical approaches to heritage on international, national and local scales. Chapters reveal the disjunctions between international frameworks and national implementation and assess how internationally agreed concepts can be misused to justify unsustainable practices or to further economic globalisation and political nationalism. The exclusion of many local communities from development policies, and the subsequent erosion of their cultural heritage, is also discussed, with the collection emphasising the importance of ‘grass roots’ heritage and exploring more inclusive and culturally responsive conservation strategies. Contributions from an international group of authors, including practitioners as well as leading academics, deliver a broad and balanced coverage of this topic. Addressing the interests of both urban planners and heritage specialists, Urban Heritage, Development and Sustainability is an important addition to the field that will encourage further discourse.

The idea of heritage as a “capital of irreplaceable cultural, social and economic value” was already present in the European Charter of the Architectural Heritage, adopted by the Council of Europe in 1975 (par.3). Today, this discourse is getting increasing attention on the research agenda. Some argue that, although heritage is always valued highly, the current interest in the impact of heritage is caused by the democratisation of heritage and the increased importance of heritage in today’s society. Others argue that a universal scarcity of funds for heritage management and conservation is the reason to give it its proper attention. Therefore, the Raymond Lemaire International Centre for Conservation (University of Leuven) considered “Heritage Counts” a relevant and timely topic for its yearly international conference, the “thematic week”. This edition twins with the “Cultural Heritage Counts for Europe” project, funded by the EU Culture Programme. The opening day of the conference was co-organised by the lead partner of this project, EUROPA NOSTRA, and brought together European policymakers and international researchers involved in cultural heritage. This volume specifically reports on the lectures and fruitful debates on heritage impact during the 2015 thematic week. It was observed that evolutions in discourse and policy hold a significant prospect, which also entail an increasing demand for shared insights and formation. In response, this publication reflects on heritage impact by providing research, case studies and reflections that can serve as baseline records, guidance - and hopefully inspiration. The findings are subdivided in three main chapters: “Framing the paradigm”, “Impact assessments: research, methods and practice” and “Linking management, conservation and sustainable development”.
