This book accounts for transformations in the EU’s Common Security and Defence Policy (CSDP)during fifteen years of operations (2001-2016), and argues that the EU evolved into a softer and more civilian security provider, rather than a military one. This learning process was driven by transnational communities of experts and practitioners, which acted as engines of change. Giovanni Faleg analyses two innovative concepts introduced in the EU security discourse since the late 1990s: security sector reform (SSR) and civilian crisis management (CCM). Both stem from a new understanding of security, involving the development of non-military approaches and a comprehensive approach to crisis management. This text reviews a variety of approaches to the study of the European Union's foreign policy. Much analysis of EU foreign policy contains implicit theoretical assumptions about the nature of the EU and its member states, their inter-relationships, the international system in which they operate and the nature and direction of European integration. In many instances such assumptions, given that they are not discussed openly, curtail rather than facilitate debate. The purpose of this book is to open up this field of enquiry so that students, observers and analysts of EU foreign policy can review a broad range of tools and theoretical templates from which the development and the trajectory of the EU's foreign policy can be studied.

This book examines the impact on member states of long-term foreign policy co-operation through the EU’s Common Foreign and Security Policy (CFSP). Focusing on Germany and the UK, it provides an up-to-date account of how they have navigated and responded to the demands co-operation places on all member states and how their national foreign policies and policy-making processes have changed and adapted as a consequence. As well as exploring in depth the foreign policy traditions and institutions in both states, the book also offers detailed analyses of how they addressed two major policy questions: the Iranian nuclear crisis; and the establishment and development of the European External Action Service.
