The Euro-Mediterranean region can be seen as the focal point for movements between south and north. Starting with this observation, the author addresses the migration problems of the countries on the northern shore of the Mediterranean and the immigration countries of the European Union, which recruit labour from the southern shore (for example, Moroccans working in France, Belgium and Great Britain, Turks in Germany, France, Benelux and Scandinavia, Algerians in France and Tunisians in France and Italy). He also deals with the new immigration countries on the northern shore (Spain, Italy and Greece), as well as the emigration and transit countries of the southern and eastern shores. This work is intended to provide the reader with a critical overview of the existing literature on the theme of "co-development" based on sources in various languages, highlighting matters likely to form part of needs of both immigration countries and countries of origin, and taking account of the questions raised by the experts.

This book explores the norms, practices, and main actors in the EU Migration System of Governance (EUMSG). Bringing a fresh perspective to the analysis of asylum and migration in Europe, the volume unpacks the European Union’s approach to migration and points to the principles and actions of EU member states. Moreover, it explores the EUMSG’s performance through the lenses of three alternative yet coexistent understandings of justice (non-domination, impartiality, and mutual recognition), thereby overcoming a unilateral ethical viewpoint and moving away from the ‘open-closed borders’ debate.

This issue of Cairo Papers takes up the various dimensions of migration and refugees in the Euro-Mediterranean region over different periods in the last two centuries. It looks at both the migration of waves of Italians and Greeks to Egypt from the mid-nineteenth to the early twentieth century, and at migration from the Arab southern and eastern rims of the Mediterranean to Europe starting in the twenty-first century. The disciplines of history, sociology, anthropology, and political science have been mobilized to undertake the research its chapters embody. They address the history of migration in the region, relations between Mediterranean countries of origin and their diasporas, the impact of interest groups on the formulation of migration policies in countries of destination, and the policies for integration of recent flows arriving in Europe. The chapters are based on papers delivered at Cairo Papers 25th annual symposium in collaboration with the Center for Migration and Refugee Studies.

Even as the 2013-2017 “migration crisis” is increasingly in the past, EU countries still struggle to come up with alternative solutions to foster safe, orderly, and regular migration pathways, Europeans continue to look in the rear-view mirror.This Report is an attempt to reverse the perspective, by taking a glimpse into the future of migration to Europe. What are the structural trends underlying migration flows to Europe, and how are they going to change over the next two decades? How does migration interact with specific policy fields, such as development, border management, and integration? And what are the policies and best practicies to manage migration in a more coherent and evidence-based way?

Migration in the Mediterranean region is a widely debated and much studied topic. This is due to the present refugee crisis, consequences of Arab revolutions, the proximity with emigration and transit countries, but also to the involvement of southern European countries and the mass arrival of migrants. The management of Border controls, migration, development, human trafficking, human rights and the clash or convergence of civilizations has generated a great deal of controversy and media attention. Migration in the Mediterranean offers a unique multidisciplinary theoretical and methodological framework, bringing together scholars from different subject areas. The upheavals of the Arab Spring grabbed the world’s immediate attention, and concern quickly grew over their potential aftermath, with the fear that a ‘tidal wave’ of immigrants and refugees would ‘flood’ European territory. The Arab Spring has highlighted the Mediterranean as a migration region, and new research is now required to bring to light too often neglected mobility patterns and border practices that predate and outlast the tumultuous spring of 2011. The edited volume Space, Mobility and Borders in the Western Mediterranean tackles these contemporary issues related to migration in the Mediterranean region. It brings together high-quality, original academic contributions from both empirical and theoretical points of view by scholars from diverse disciplines, who draw upon Anglophone, Francophone, Spanish and Italian research.
