The European Union officially acquired international legal personality with the entry into force of the Lisbon Treaty. The Performance of the EU in International Institutions marks one of the first attempts to systematically analyse the subject. It focuses on the role of the EU in decision-making within international organizations and regimes as a major locus of global governance. The book unpacks the concept of EU performance into four core elements: effectiveness (goal achievement); efficiency (ratio between outputs accomplished and costs incurred); relevance (of the EU for its priority stakeholders); and financial/resource viability (the ability of the performing organization to raise the funds required). Based on the case studies herein, the findings presented in this book relate to the identified core elements of performance with a particular emphasis on the dimensions of 'effectiveness' and 'relevance'. Most notably, the EU appears, on balance and over the past two decades, to have become much more relevant for its member states when acting within international institutions. The book highlights four particular factors explaining EU performance in international institutions: the status of relevant EU legislation and policies, the legal framework conditions including the relevant changes that the Lisbon Treaty has brought about, domestic EU politics, and the international context. This edited volume provides an innovative contribution to the debate on contemporary European geopolitics by tracing some of the new political geographies and geographical imaginations emergent within - and made possible by - the EU's actions in the international arena. Drawing on case studies that range from the Arctic to East Africa, the nine empirical chapters provide a critical geopolitical reading of the ways in which particular places, countries, and regions are brought into the EU's orbit and the ways in which they are made to work for 'EU'rope. The analyses look at how the spaces of 'EU'ropean power and actorness are narrated and created, but also at how 'EU'rope's discursive (and material) strategies of incorporation are differently appropriated by local and regional elites, from the southern shores of the Mediterranean to Eastern Europe and the Balkans. The question of EU border management is a particularly important concern of several contributions, highlighting some of the ways in which the Union's border-work is actively (re)making the European space.

Presenting the first analytical overview of the legal foundations of the EU's Common Security and Defence Policy (CSDP), this book provides a detailed examination of the law and practice of the EU's security policy. The European Union's security and defence policy has long been the focus of political scientists and international relations experts. However, it has more recently become of increasing relevance to lawyers too. Since the early 2000s, the EU has carried out more than two dozen security and defence missions in Europe, Africa, and Asia. The EU institutions are keen to stress the security dimension of other external policies also, such as development cooperation, and the Lisbon Treaty introduces a more detailed set of rules and procedures which govern the CSDP. This book provides a legal analysis of the Union's CSDP by examining the nexus of its substantive, institutional, and economic dimensions. Taking as its starting point the historical development of security and defence in the context of European integration, it outlines the legal framework created by the rules and procedures introduced by the Treaty of Lisbon. It examines the military operations and civilian missions undertaken by the Union, and looks at the policy context within which they are carried out. It analyses the international agreements concluded in this field and explores the links between the CSDP and other external policies of the Union.
