This paper analyzes the successful Egyptian stabilization experience during the 1990s, focusing on its distinctive features and contrasting them with the recent experiences of other developing countries. The key policy elements were a large fiscal adjustment, use of an exchange rate anchor that has endured for over six years, supported by prudent monetary policies, and early moves to liberalize interest and exchange markets. The outcomes included the avoidance of an output collapse despite the magnitude of fiscal adjustment; avoidance of stresses on the financial system; reversal of endemic dollarization; financial deepening at the expense of the banking system; and maintenance of external viability despite a lackluster export performance.

This book studies the impact of Egypt's Economic Reform and Structural Adjustment Programme (ERSAP), the effects of which have been of great interest to the international community. Organizations such as the World Bank and the IMF uphold the programme as a success story and example for other countries to follow. ERSAP also has its critics, however, who resent its tendency to downsize government and fear possible negative effects on growth and development. The author discusses these concerns along with those regarding the possible negative social effects of ERSAP.

Research activity in the IMF emphasizes the links between the organization's policy and operational concerns. The main objectives of research is IMF staff understanding of policy and operational issues relevant to the institution, and to improve the analytical quality of the work prepared for management and the Executive Board and the advice provided to member countries. The scope of research in the IMF is defined by the purposes and functions of the institution. In order to foster innovation and ensure quality control, the IMF makes much of its research available outside the institution and encourages staff to interact with academia and other research organizations through conferences, seminars, and occasional joint research projects. The visiting scholar’s program has also enhanced the quality of research done in the IMF. This program brings in leading members of the economics profession from around the world to assist in the preparation of papers for the Executive Board and to conduct research on IMF-related issues.

In April 1997, Egyptian President Mubarak and U.S. Vice President Gore agreed to explore the possibility of creating a Free Trade Agreement (FTA) between Egypt and the United States. The very idea of such an agreement has been met by controversy and skepticism from critics in both countries. The authors of this book, however, believe that the case for considering an FTA between the U.S. and Egypt rests on solid economic and political grounds. An agreement could help promote Egyptian economic reform and growth, while providing substantial economic benefits to the U.S. Politically, it could strengthen American ties with an ally who plays a crucial role in helping to achieve peace in the region and in maintaining a stable supply of oil in the Middle East. This book offers U.S. and Egyptian policymakers answers to such pertinent questions as: What form should an FTA agreement take? Should it concentrate on border barriers or cover other aspects such as investments and services? What are the likely implications for both countries? And how will such an agreement affect the rest of the region? Its conclusions will be relevant to policymakers elsewhere in their pursuit of similar regional trade agreements. The toppling of Hosni Mubarak marked the beginning of a revolutionary restructuring of Egypt’s political and social order. Jeannie Sowers and Chris Toensing bring together updated essays from Middle East Report—the premier journal covering the region—that offer unrivaled analysis of the major social and political trends that underpinned these tumultuous events. Starting with the momentous eighteen days of street protest that compelled Mubarak’s resignation, the volume moves back in time to plumb the state’s strategies of repression and examine the mounting dissent of workers, democracy advocates, anti-war activists, and social and environmental campaigners. Leading analysts of Egypt detail the demographic and economic trends that produced wealth for the few and impoverishment for the many. The collection brings clear-headed, first-hand understanding to bear on a moment of intense hope and uncertainty in the Arab world’s most populous nation.
