The new system is now based on market principles in schooling resources. Parents now have the opportunity to state a preference over the school they would like their children to attend. This fascinating book sets out the new geographies of education, focusing on the spatial organization of the new market system. Using Geographical Information Systems (GIS), it examines patterns of competition and choice based on pupil home postcodes and relates these to the decision-making process of parents. It also makes comparisons between different LEAs and schools in urban and rural areas, analyzing the constraints created by space and geography. Originally published in 1991, this title was begun just before passage of the Education Reform Act of 1988 (ERA 88), which was implemented in the 1990s. This major act along with still-in-force provisions of the 1944 Education Act (with its 17 amendments) comprises the statutes governing education in England and Wales. The study reflects both the criticism and the praise showered on that important legislation, particularly in the Brief History and School Structure sections, and in Chapter 1 with its longer than usual annotations on ERA 88.

An academy is a new type of school that is publicly funded, supported by one or more sponsors and operates independently of the local authority. Their aim is to raise achievement standards in deprived areas by replacing poorly performing schools. By 2006 46 were operating and there are plans for 200 academies to be opened by 2010. This report looks at the capital and running costs, new academy buildings, academic performance, their contribution to tackling social depravation, and the management of the programme. The value for money assessment is that academic progress means that the Academy programme is on track to deliver good value for money. However to achieve this goal it needs to pay attention both to managing the capital costs and the sustainability of funding and performance.
