Although violent extremism is not a new phenomenon, it is increasingly recognized as a major challenge of our times. The recruitment of foreign fighters by extremist organizations, and its potential impact on public safety in the countries from which they come, is also emerging as a complex issue at the forefront of international preoccupations. This book presents the proceedings of the three day NATO Advanced Research Workshop, "Countering Violent Extremism Among Youth to Prevent Terrorism", held in Milan, Italy, in June 2014. The best way to respond to violent extremism in general, and the radicalization of disaffected youth in particular, is far from clear, but the stakes are so high and the potential threat to countries worldwide so great that inaction is not an option. The goal of the workshop was to enhance the capacity of policymakers and practitioners to design strategies that will achieve verifiable human-rights based outcomes to counter violent extremism. Subjects covered in the 19 papers which go to make up this book include: the causes or drivers of violent extremism; the factors which facilitate the recruitment of youth by violent extremist groups; the risk of growing Islamophobia in some Western and Central European countries; and proactive measures to counter the radicalization of youth. The book will be of interest to all those involved in policy development, prevention programs, de-radicalization programs or research aimed at countering violent extremism and the radicalization of young people.

Why is it that some social movements engaged in contentious politics experience radicalization whereas others do not? The Dynamics of Radicalization offers an innovative reply by investigating how and when social movement organizations switch from a nonviolent mode of contention to a violent one. The topics of extremism, violent extremism, and radicalization leading to terrorism have constituted an increasingly prominent area of policy interest and donor support in recent years, globally and in the western Balkans. Counterterrorism initiatives, as well as efforts to prevent and counter violent extremism (P/CVE), often reveal the need for broader reform, peacebuilding, and democratization strategies. While foreign donors and domestic authorities tend to focus on ISIS-inspired violent jihadism, in many countries in the region, and particularly in the case of Serbia, there are other forms of extremism—namely far-right nationalism, violent hooliganism, and neo-Nazi movements—that are often considered to be more of an imminent threat, particularly as they are often viewed as examples of “normalized” political expression. The dynamics of reciprocal radicalization, in which competing extremisms feed off of, reinforce, and even need one another, can create seemingly intractable conflict spirals of escalation and violence. This volume explores these dynamics in Serbia through original research, taking fresh perspectives that demonstrate that Serbia is vulnerable to many types of extremism, which can best be prevented by achieving the liberal, democratic, rights-based reforms that have remained elusive for more than two decades. This broad and holistic approach is important for Serbia and its neighbors as the security lens through which most research has been focused to date has done little to explain the deep and structural dynamics of radicalization and extremism in the region.

In this ground-breaking and important book, Clark McCauley and Sophia Moskalenko identify twelve mechanisms of political radicalization that can move individuals, groups, and the masses to increased sympathy and support for political violence, drawing on wide-ranging case histories to show striking parallels between 1800s anti-czarist terrorism, 1970s anti-war terrorism, and 21st century jihadist terrorism. In the context of the Islamic State's worldwide effort to radicalize moderate Muslims for jihad, they advance a model that differentiates radicalization in opinion from radicalization in action, and suggests different strategies for countering these different forms of radicalization. Their controversial conclusion is that the same mechanisms are at work in radicalizing both terrorists and states targeted by terrorists.
