This book examines the dynamics of coalition naval operations. Since the end of the Second World War, few nations possess the capacity for large scale, sustained and independent naval operations; and even those that do, such as the USA, often find it economically, militarily and politically expedient to act multilaterally. As such, coalition naval operations increasingly became the norm throughout the twentieth-century, and there is little sign of this abating in the twenty-first. Multinational operations provide a number of benefits, but they also present a number of challenges. Examining the dynamics of coalition operations involving the Royal Navy (RN), Royal Australian Navy (RAN) and the United States Navy (USN) during the Korean War, Vietnam War and the Iraq War, this book provides a broad overview of naval interoperability between the three navies. Using the naval gunfire support (NGS) capability as a lens through which to analyse operations, the study explores a diverse range of issues, including: command and control, communications, equipment standardisation, intelligence, logistics, planning, rules of engagement, tactics, techniques and procedures and training. Approaching the subject through both historical and contemporary perspectives not only provides a unique assessment of the variation in the effectiveness of interoperability over time, but also offers a platform for better understanding and enhancing the performance of future coalition naval operations. Based on extensive archival research in Australia, the UK and the US, as well as wide-ranging interviews, this book sheds new light on the dynamics of conducting coalition operations. This book will be of great interest to students of naval history, strategic studies, sea power, maritime security, military studies, and IR in general.

The decision to use a military intervention to achieve a political goal is inherently risky. To offset some of these risks, slates sometimes seek to build coalitions made up of partner states that have similar objectives. This report uses quantitative analysis and a series of qualitative case studies to identify and describe factors that seem to be associated with U.S. decisions to use coalitions for military interventions, factors that drive partner slates to join such coalitions, and factors that shape the success of military coalitions. The findings indicate that the United States relies on coalitions when operational demands are high and to build international legitimacy for military action. Partner states are most likely to join U.S. coalitions when they have close ties with me United States, when the precipitating crisis is in their home region, when they seek to advance their international standing, and when the coalition has support from an intergovernmental organization. As the United States faces more significant threats from near peer competitors, it may need to rely on partners more heavily and can leverage the insights in this report to construct strong and durable coalitions. Paths to Peace begins by developing a theory about the domestic obstacles to making peace and the role played by shifts in states' governing coalitions in overcoming these obstacles. In particular, it explains how the longer the war, the harder it is to end, because domestic obstacles to peace become institutionalized over time. Next, it tests this theory with a mixed methods approach—through historical case studies and quantitative statistical analysis. Finally, it applies the theory to an in-depth analysis of the ending of the Korean War. By analyzing the domestic politics of the war's major combatants—the Soviet Union, the United States, China, and North and South Korea—it explains why the final armistice terms accepted in July 1953 were little different from those proposed at the start of negotiations in July 1951, some 294,000 additional battle-deaths later.
