How can society best be protected, when increasing numbers of citizens are found outside the borders of the state? What are the limits to care – in theory as well as in practical policy? The 1961 Vienna Convention on Diplomatic Relations has for over 50 years been central to diplomacy and applied to all forms of relations among sovereign States. Participation is almost universal.
