The War on Terrorism is impacting the entire community, and Security Cooperation is playing a key role in the successes that we're achieving. Keep up the great work throughout the field! This Journal's feature article is on the U.S. Coast Guard, an agency that has dramatically changed in its mission focus since September 11th. The U.S. Coast Guard deepwater programs are driving the organization's future, involving industry along with our international partners in the effort. Another article follows, outlining the Coast Guard's CONUS international courses, numbering over 400 and including the International Maritime Officers School, along with the training teams that visit over fifty countries, impacting 2,500 students each year.

What a jam-packed DISAM Journal as we hit mid-summer - only highlights the many and varied activities that our workforce deals with on any given day. There are a number of articles that I could highlight on this initial page, but I will simply note this one - as it is one that many "chomp at the bit for" each year. The signifi cant article is the annual synopsis of fi scal year (FY) 2010 Security Cooperation Legislation which makes up about one-third of this edition. Many view it as a great single source that ties all the initiatives together in an easy-to-read package. With the emphasis regarding the training of our workforce, let me focus my comments on that effort that is taking a lot of initiative and time by folks within Combatant Commands, CONUSbased security cooperation (SC) organizations and DISAM. As noted in the last edition of the Journal 31-4 (you may want to go back and review that if you missed it) and addressed in VADM Wieringa's comments in an article printed in this edition on page 183 and a brief update by Greg Sutton on page 185), efforts continue in pursuit of the DEPSECDEF's High Priority Performance Goal, to ensure that at least 95% of the SC workforce has their appropriate level of DISAM (SC) training by the end of FY 2011 - with even greater focus on the interim goal of 80% by the end of FY 2010. Within this quarter DISAM has fi elded the Security Cooperation Workforce Database (SCWD) on the Security Assistance Network (SANweb) which provides for the constant update and monitoring of personnel making up our workforce - with additions continuing to come in we now have over 11,000 billets and currently almost 10,700 personnel worldwide in the many constituent organizations.

What a jam-packed Journal this quarter, it has as much diversity as you could hope for! This is a reminder for all of us that the security assistance and security cooperation environment is continuously changing, and challenging. The National Defense University has provided the Journal with a series of articles encompassing a variety of international student programs and additional programs that include their families. The article is representative of a number of professional international military education and technical training programs including the National Defense University's Counterterrorism Fellows Program. The Legislation and Policy section digs into a variety of facets of technology control. Richard Grimmett begins by analyzing conventional arms transfers since 1995 through 2002. U.S. Assistant Secretary of Defense for Political-Military Affairs Lincoln P. Bloomfield follows with his views on "Implementation of the United Nations Program of Action for Small Arms and Light Weapons" North Korea is discussed by Undersecretary of State for Arms Control and International Security Affairs John R. Bolton. The Journal features an opinion on Central America through the eyes of Deputy Assistant Secretary of State for Western Hemisphere Affairs Daniel W. Fisk. Lincoln P. Bloomfield concludes the section with views on the "Status of U.S. Interagency Review of U.S. Export Licensing and Technology Transfer Policy". The European theater is covered as Dr. Jaro Bilocerkowycz provides his perspective on Russian and Polish relations. If you have attended the Defense Institute of Security Assistance Management's (DISAM's) European Regional Studies Seminar, you may note that he is one of the DISAM's adjunct professors. The Defense Security Cooperation Agency held its annual Security Cooperation Conference entitled "Strengthening Alliances for the Future."

This month we feature our newest geographic Combatant Command, U.S. Africa Command. Highlights include a primer and remarks from General Ward, Commander of U.S. Africa Command; foreign affairs perspective from Deputy Secretary of State John D. Negroponte; a look at contingency operations in the region as noted by the Command's Public Affairs Office; and a cross-cultural look by DISAM's own LTC Jim Toomey. This month we also welcome DSCA's new Deputy Director, Ms. Beth McCormick. As always, this edition has something of interest for everyone. We have included articles of regional interest including Europe, the Middle East, Asia, and the Americas and those specifically related to Security Cooperation such as the "DSCA SAMM Tips" article.
