This book addresses the legal feasibility of ethnic data collection and positive action for equality and anti-discrimination purposes, and considers how they could be used to promote the Roma minority’s inclusion in Europe. The book’s central aim is to research how a societal problem can be improved upon from a legal perspective. The controversy surrounding ethnic data collection and positive action severely limits their use at the national level. Accordingly, legal and political concerns are analysed and addressed in order to demonstrate that it is possible to collect such data and to implement such measures while fully respecting international and European human rights norms, provided that certain conditions are met. Part I focuses on ethnic data collection and explores the key rules and principles that govern it, the ways in which this equality tool could be used, and how potential obstacles might be overcome. It also identifies and addresses the specific challenges that arise when collecting ethnic data on the Roma minority in Europe. In turn, Part II explores positive action and the broad range of measures covered by the concept, before analysing the applicable international and European framework. It reviews the benefits and challenges of implementing positive action for Roma, identifies best practices, and gives special consideration to inter-cultural mediation in the advancement of Roma inclusion. The book concludes with an overview of the main findings on both topics and by identifying three essential elements that must be in place, in addition to full respect for the applicable legal rules, in order to combat discrimination and achieve the inclusion of Roma in Europe by complementing existing anti-discrimination frameworks with the collection of ethnic data and the implementation of positive action schemes.

The training programme for Roma mediators, launched in 2011, is unique in terms of the fundamental effects it produces, both in Europe at large and in the 47 member states of the Council of Europe. This work sets out to contextualise the initiatives taken, highlight their utility and evaluate them. It is intended to provide guidance for the programme leaders, enable active participants - trainers, mediators, employers and others - to see their efforts as part of an overall scheme, help policy makers to take the right decisions and describe and explain the operation to a broader audience. The programme's activities concerning Roma are a model for positive action. They make an effective contribution to European co-operation, action to combat discrimination and marginalisation and the search for ways to improve difficult situations. ROMED therefore helps to fuel the development of intercultural policies capable of managing present-day societies, of which diversity and pluralism are the hallmarks.

Right to Remember is a self-contained educational resource for all those wishing to promote a deeper awareness of the Roma Genocide and combat discrimination. The handbook is based on the principles of human rights education, and places remembrance as an aspect of learning about, through and for human rights. Strengthening the identity of Roma young people is a priority for the Roma Youth Action Plan of the Council of Europe. This implies the creation of an environment where they can grow up free from discrimination and confident about their identity and future perspectives, while appreciating their history and their plural cultural backgrounds and affiliations. The Roma Genocide carried out before and during the Second World War has deeply impacted on Roma communities across Europe and plays a central role in understanding the prevailing antigypsyim and discrimination against Roma. Learning about the Genocide is very important for all young people. For Roma young people it is also a way to understand what was perpetrated against their communities, and to help them to com to terms with their identity and situation today. Involving young people, including Roma youth, in researching, discussing and discovering the meanings of the Roma Genocide is a way to involve them as agents and actors in their own understanding of human rights and of history. Right to Remember includes educational activities, as well as ideas for commemoration events, and information about the Genocide and its relevance to the situation of the Roma people today. It has been designed primarily for youth workers in non-formal settings, but it will be useful for anyone working in education, including in schools.

This is the first book-length work to offer a sustained comparison of Roma and African Americans.

This book provides a unique description of the identity strategies of stateless ethnic minorities in Poland. It describes and analyses the identity politics carried out by these groups, aimed at obtaining recognition of a separate status from the Polish state (a dominant group) in the symbolic and legal realms. On the one hand, comparative analysis of the activity undertaken by Lemkos, Polish Tatars, Roma, Kashubians, Karaims and Silesians will allow us to present the specifics of each of the communities, resulting from the special nature of their ethnicity. On the other hand, it will show some typical strategies for stateless groups in the field of identity and ethnicity. Critical factors here are processes such as building ethnic borders, dealing with a non-privileged position, striving to achieve recognition for the status quo of a particular identity or politicization of ethnicity. The subjects are mostly indigenous groups, and the lack of legitimacy of emancipation in their own nation-state can determine their status as an ‘in-between’ in the context of ethnic relations in Poland. In the analysis undertaken in the book of the activity of the ethnic groups there are three main contexts: intragroup, state policy and the global discourse of the rights of minorities. They determine the choice of identity strategy and adopted policy of identity. Not without significance is also the historical context, especially the political transformation in Poland after 1989, when Polish state policy towards ethnic minorities changed fundamentally - moving from the mono-national ideology of a socialist state to a pluralistic model of a democratic state. Gathering diverse examples in one volume will allow the reader to become familiar with the complex topic of ethnic relations in the world today, and especially in Central Europe, which is still in the process of change.
