Where does Europe begin and end? How have the European Union and its precursors decided which countries are eligible to join the community and which are not? Few issues are more hotly debated, more important for the course of European integration, or more consequential for individuals in and around the EU. As this book demonstrates, the limits of Europe are determined by the values shared at particular moments in time by the leaders of the community's member states, regardless of their particular policy preferences. These membership norms shape the community's decisions on enlargement by empowering certain political forces and disempowering others. And contrary to conventional wisdom, these norms have changed considerably over time. The Limits of Europe: Membership Norms and the Contestation of Regional Integration uses a novel combination of normative genealogy, statistical analysis and detailed tracing of EU decision-making on Greece, Spain, Turkey and Ukraine to demonstrate that changing membership norms have had a stronger impact on the community's enlargement since the 1950s than treaty rules, the location of the states seeking membership, or even the commercial or security interests of member states.

In the past three decades, international and regional human rights bodies have developed an ever-lengthening list of measures that states are required to adopt in order to prevent torture. But do any of these mechanisms actually work? This study is the first systematic analysis of the effectiveness of torture prevention. Primary research was conducted in 16 countries, looking at their experience of torture and prevention mechanisms over a 30-year period. Data was analysed using a combination of quantitative and qualitative techniques. Prevention measures do work, although some are much more effective than others. Most important of all are the safeguards that should be applied in the first hours and days after a person is taken into custody. Notification of family and access to an independent lawyer and doctor have a significant impact in reducing torture. The investigation and prosecution of torturers and the creation of independent monitoring bodies are also important in reducing torture. An important caveat to the conclusion that prevention works is that is actual practice in police stations and detention centres that matters - not treaties ratified or laws on the statute book.

Following the terrorist attacks of September 11, 2001, the Central Intelligence Agency embarked on a highly classified program of secret detention and extraordinary rendition of terrorist suspects. The program was designed to place detainee interrogations beyond the reach of law. Suspected terrorists were seized and secretly flown across national borders to be interrogated by foreign governments that used torture, or by the CIA itself in clandestine 'black sites' using torture techniques. It details for the first time the number of known victims, and lists the foreign governments that participated in these operations. It shows that responsibility for the abuses lies not only with the United States but with dozens of foreign governments that were complicit. More than 10 years after the 2001 attacks, this report makes it unequivocally clear that the time has come for the United States and its partners to definitively repudiate these illegal practices and secure accountability for the associated human rights abuses.
