Globalization, population growth, and resource depletion are drawing increased attention to the importance of common resources such as forests, water resources, and fisheries. It is critical that these resources be governed in an equitable and sustainable way. The Commons in the New Millennium presents cutting-edge research in common property theory and provides an overview and progress report on common property research. The book analyzes new problems that owners, managers, policy makers, and analysts face in managing natural commons. It examines recent findings about the physical characteristics of the commons, their complexity and interconnectedness, and the role of social capital. It also provides empirical studies and suggestions for sustainable development. The topics discussed include the role of financial, political, and social capital in deforestation, community efforts to gain political influence in Indonesia, the Maine lobster industry, outcomes of the implementation of individual transferable quotas in New Zealand and Iceland fisheries, and design of multilateral emissions trading for regional air pollution and global warming.

This will be the first book to attempt to take a 'holistic' approach to security in the Commons (outer space, the atmosphere, the oceans, cyberspace, etc) in that it examines in detail each domain of the commons, identifying and assessing the current and future threats to free international access to the domain.

This volume focuses on how, in Europe, the debate on the commons is discussed in regard to historical and contemporary dimensions, critically referencing the work of Elinor Ostrom. It also explores from the perspective of new institutional political ecology (NIPE) how Europe directly and indirectly affected and affects the commons globally. Most of the research on the management of commons pool resources is limited to dealing with one of two topics: either the interaction between local participatory governance and development of institutions for commons management, or a political- economy approach that focuses on global change as it is related to the increasingly globalised expansion of capitalist modes of production, consumption and societal reproduction. This volume bridges the two, addressing how global players affect the commons worldwide and how they relate to responses emerging from within the commons in a global- local (glocal) world. Authors from a range of academic disciplines present research findings on recent developments on the commons, including: historical insights; new innovations for participatory institutions building in Europe or several types of commons grabbing, especially in Africa related to European investments; and restrictions on the management of commons at the international level. European case studies are included, providing interesting examples of local participation in commons resource management, while simultaneously showing Europe as a centre for globalized capitalism and its norms and values, affecting the rest of the world, particularly developing countries. The efficient use of natural resources is key to a sustainable economy, and yet the complexities of the physical aspects of resource efficiency are poorly understood. In this challenging book, the author proposes a major advance in our understanding of this topic by analysing resource efficiency and efficiency gains from the perspective of common pool resources, applying this idea particularly to water resources and its use in irrigated agriculture. The author proposes a novel concept of "the paracommons", through which the savings of increased resource efficiency can be viewed. In effect he asks; "who gets the gain of an efficiency gain?" By reusing, economising and avoiding losses, wastes and wastages, freed up resources are available for further use by four ‘destinations’; the same user, parties directly connected to that user, the wider economy or returned to the common pool. The paracommons is thus a commons of – and competition for – resources salvaged by changes to the efficiency of natural resource systems. The idea can be applied to a range of resources such as water, energy, forests and high-seas fisheries. Five issues are explored: the complexity of resource use efficiency; the uncertainty of efficiency interventions and outcomes; destinations of freed up losses, wastes and wastages; implications for resource conservation; and the interconnectedness of users and systems brought about by efficiency changes. The book shows how these ideas put efficiency on a par with other dimensions of resource governance and sustainability such as equity, justice, resilience and access.

The "tragedy of the commons" is a central concept in human ecology and the study of the environment. It has had tremendous value for stimulating research, but it only describes the reality of human-environment interactions in special situations. Research over the past thirty years has helped clarify how human motivations, rules governing access to resources, the structure of social organizations, and the resource systems themselves interact to determine whether or not the many dramas of the commons end happily. In this book, leaders in the field review the evidence from several disciplines and many lines of research and present a state-of-the-art assessment. They summarize lessons learned and identify the major challenges facing any system of governance for resource management. They also highlight the major challenges for the next decade: making knowledge development more systematic; understanding institutions dynamically; considering a broader range of resources (such as global and technological commons); and taking into account the effects of social and historical context. A new approach in commons theory to understand the interactions of technology, society, and nature, supported by case studies of new transnational European commons. With the advent of modernity, the sharing of resources and infrastructures rapidly expanded beyond local communities into regional, national, and even transnational space—nowhere as visibly as in Europe, with its small-scale political divisions. This volume views these shared resource spaces as the seedbeds of a new generation of technology-rich bureaucratic and transnational commons. Drawing on the theory of cosmopolitanism, which seeks to model the dynamics of an increasingly interdependent world, and on the tradition of commons scholarship inspired by the late Elinor Ostrom, the book develops a new theory of “cosmopolitan commons” that provides a framework for merging the study of technology with such issues as risk, moral order, and sustainability at levels beyond the nation-state. After laying out the theoretical framework, the book presents case studies that explore the empirical nuances: airspace as transport commons, radio broadcasting, hydropower, weather forecasting and genetic diversity as information commons, transboundary air pollution, and two “capstone” studies of interlinked, temporally layered commons: one on overlapping commons within the North Sea for freight, fishing, and fossil fuels; and one on commons for transport, salmon fishing, and clean water in the Rhine.
