The Climate Action Monitor is the annual flagship publication of the International Programme for Action on Climate (IPAC). Building on the IPAC Dashboard of climate-related indicators, it provides insights on global climate action and progress towards net-zero targets for 51 OECD and OECD partner countries. This year's edition presents a comprehensive evaluation of net-zero targets, major climate-related hazards, and the key trends in climate action. Directed towards policy makers and practitioners, the findings suggest that current 2030 commitments to reduce greenhouse gas emissions are not ambitious enough to meet the Paris Agreement temperature goals, and that without a significant expansion in national climate action, countries will not be able to meet the net-zero challenge.

The Climate Action Monitor, part of the International Programme for Action of Climate (IPAC), provides a diagnostic policy framework for assessing country progress towards climate objectives. Its goal is to provide a digest of progress towards, and alignment with, Paris Agreement goals to support countries in making better-informed decisions and allow stakeholders to measure improvements more accurately.

As governments grapple with environmental and digital transitions and an erosion of trust in public institutions, bold action is needed to build people’s trust and strengthen democracy. To this end, the OECD launched its Reinforcing Democracy Initiative in 2022. This report offers an overview of collective progress made in OECD countries across the five pillars of the Initiative and their respective action plans: combatting mis‐ and disinformation; enhancing participation, representation, and openness in public life, including a focus on gender equality; stronger open democracies in a globalised world; governing green; and digital democracy. In each of these areas, the report provides recent cross‐country indicators of progress (when available) and highlights best practices from countries. The report draws on OECD and other data to assess progress, including the 2024 results of the OECD Survey on the Drivers of Trust in Public Institutions. It also identifies gaps in action and points to a set of common priorities for moving forward together.

The 2024 AATM investigates critical issues related to African agricultural trade. As in previous editions of the report, we have developed a database that corrects discrepancies in trade flow values, as reported by importing and exporting countries, as the basis for analyzing Africa’s international, domestic, and regional economic community (REC) trade. Given the pressing need to address climate change and curb greenhouse gas emissions, this year’s AATM takes an in-depth look at the relationship between climate change, water use, and emissions and African agricultural trade.
