By running with the wind a ship can create a highly desirable zero wind condition during the critical stages of balloon inflation and launch. This advantage has led to a history of balloon launches conducted at sea. As balloons and balloon payloads increased in size, however, the problem of obtaining an ap propriate launch vessel became more acute. Such a vessel required the speed and maneuverability necessary to negate wind effects, a relatively large deck area to support conventional launch techniques, and an adequate storage area for the lifting gas, flight system hardware, and balloon launch equipment. These re quirements limited ship selection to aircraft carriers, which were costly and of limited availability. The report is a brief annotated bibliography, based on some of the open-source material published in 1963 and the early part of 1964 available at the Aerospace Technology Division and the Library of Congress. Part I contains an evaluation of the state of the art of Soviet high-altitude aerological research by Soviet scientists and a history of the development of Soviet aerological investigations (equipment, techniques, and methods). Part II contains references to balloon equipment: characteristics, methods of assembling, testing, and launching. Excerpt from Instructions for Making Pilot Balloon Observations Observations with pilot balloons are made for the purpose Of determining wind direction and velocity at various altitudes; also height, direction, and velocity Of clouds Whenever the balloons enter their bases. The apparatus and methods used are described in detail in the following sections. Briefly, the Observations are made by following with a theodolite the flight Of small rubber balloons filled With hydrogen or helium gas. The angles Of azimuth and elevation are Observed and recorded, and these data, together with the balloon's altitude at successive intervals Of time, make possible the construction Of a horizontal projection Of the path followed and the determination from this projection of Wind direction and velocity at various levels.
