As a hybrid regime, Hong Kong has been governed by a state-business alliance since the colonial era. However, since the handover in 1997, the transformation of Hong Kong’s political and socio-economic environment has eroded the conditions that supported a viable state-business alliance. This state-business alliance, which was once a solution for Hong Kong’s governance, has now become a political burden, rather than a political asset, to the post-colonial Hong Kong state. This book presents a critical re-examination of the post-1997 governance crisis in Hong Kong under the Tung Chee-hwa and Donald Tsang administrations. It shows that the state-business alliance has failed to function as an organizational machinery for supporting the post-colonial state, and has also served to generate new governance problems. Drawing upon contemporary theories on hybrid regimes and state capacity, this book looks beyond the existing opposition-centered explanations of Hong Kong’s governance crisis. By establishing the causal relationship between the failure of the state-business alliance and the governance crisis facing the post-colonial state, Brian C. H. Fong broadens our understanding of the governance problems and political confrontations in post-colonial Hong Kong. In turn, he posits that although the state-business alliance worked effectively for the colonial state in the past, it is now a major problem for the post-colonial state, and suggests that Hong Kong needs a realignment of a new governing coalition. Hong Kong’s Governance under Chinese Sovereignty will enrich and broaden the existing literature on Hong Kong’s public governance whilst casting new light on the territory’s political developments. As such, it will be welcomed by students and scholars interested in Chinese politics, Hong Kong politics, and governance.

Hong Kong has been one of the fastest growing East Asian economies since the end of the Second World War. The adoption and practice of economic freedom have been major pillars in its economic success. Indeed, the experience of Hong Kong has served as a reference for other emerging economies in the region. The scope of the book elaborates the context and ingredients of economic freedom that have brought success and prosperity to Hong Kong. With sovereignty reversion to China in 1997, it is even more relevant to see how economic freedom is shaping and adapting to the new environment. There exist a number of economic indices based on economic freedom. Hong Kong has been ranked as the freest economy in the world for a number of consecutive years. While the economic freedom indices compare the performance of a large number of word economies, there is a lack of economic literature that studies the absolute level of economic freedom of a single economy. This book boldly serves the purpose of elaborating on the absolute performance of economic freedom in the world's freest economy. It is, therefore, the first of its kind and unique in its field. Numerous areas of studies related to economic freedom are examined, studied and elaborated so that readers can have a full and comprehensive understanding of the content of economic freedom in Hong Kong.

Hong Kong is frequently acclaimed as being the most open and business user-friendly environment in the world. However, it is often forgotten or overlooked that this paragon of capitalism is founded, and indeed underpinned, by a socialist leasehold land tenure system. As the government is landlord to virtually all land, it plays a pivotal role in the administration of this scarce and therefore valuable resource. The purpose of this book is to explain both the historical development and the current practice of land administration.Since publication of the book in 1998, it has been welcomed by students and practitioners of surveying, architecture, planning and law, and also by the wider business and financial community. In this second edition, the text has been thoroughly updated and should continue to be equally useful and popular.

This insightful book provides a comprehensive survey of urban development in Hong Kong since 1841. Pui-yin Ho explores the ways in which the social, economic and political environments of different eras have influenced the city's development. From colonial governance, wartime experiences, high density development and adjustments before and after 1997 through contemporary challenges, this book explores forward-looking ideas that urban planning can offer to lead the city in the future. Evaluating the relationship between town planning and social change, this book looks at how a local Hong Kong identity emerged in the face of conflict and compromise between Chinese and European cultures. In doing so, it brings a fresh perspective to urban research, providing historical context and direction for the future development of the city. Hong Kong's urban development experience offers not only a model for other Chinese cities but also a better understanding of Asian cities more broadly. Urban studies scholars will find this an exemplary case study of a developing urban landscape. Town planners and architects will also benefit from reading this comprehensive book as it shows how Hong Kong can be taken to the next stage of urban development and modernisation.
