This report prepared by an Asia–Pacific Road Safety Observatory (APRSO) taskforce analyzes how improving crash and accident data collection can better protect lives on the region's roads. It looks at the type of data countries should prioritize and explains why bolstering data quality would help reach targets of halving road injuries and deaths. The report considers how other regions share crash statistics. APRSO recommends collecting aggregated data that can be used to analyze trends and set strategic priorities. In presenting a sample questionnaire for countries, the report shows that generating robust data and analysis is key to improving actions and policies on road safety for the region.

In many countries around the world, deficiencies in data or data quality impair evidence-based road safety policy making. While many countries collect road safety data, the collection is not necessarily comprehensive. Further, many countries can be unaware of data gaps in their system, which prevents them from soundly analyzing their road safety problems. Therefore, road safety data definitions and collection methods must converge into standard international criteria, thus allowing for comparisons in space - across countries - and in time. This is the raison d'etre of regional road safety observatories, which have been developed, for example, in Latin America (OISEVI), Africa (ARSO), and Asia-Pacific (APRSO). They present an opportunity for joint regional efforts to improve, in a harmonized way, road safety data collection and analysis. Regional road safety observatories promote the adoption of a common set of road safety indicators based on common definitions and serve as an avenue to assist countries in improving the management of their crash data systems.

This book explores how Asia's fast-growing cities can fulfil their potential as engines of economic prosperity and provide a livable environment for all citizens. But for this to happen, major challenges that reduce urban communities' quality of life and economic opportunities must be addressed. These include poor planning, a lack of affordable housing, inequalities, pollution, climate vulnerabilities, and urban infrastructure deficits. The book's 19 articles unwrap these challenges and present solutions focused on smart and inclusive planning, sustainable transport and energy, innovative financing, and resilience and rejuvenation.

"The Global status report on road safety 2015, reflecting information from 180 countries, indicates that worldwide the total number of road traffic deaths has plateaued at 1.25 million per year, with the highest road traffic fatality rates in low-income countries. In the last three years, 17 countries have aligned at least one of their laws with best practice on seat-belts, drink-driving, speed, motorcycle helmets or child restraints. While there has been progress towards improving road safety legislation and in making vehicles safer, the report shows that the pace of change is too slow. Urgent action is needed to achieve the ambitious target for road safety reflected in the newly adopted 2030 Agenda for Sustainable Development: halving the global number of deaths and injuries from road traffic crashes by 2020. Road traffic injury is one of the fastest growing epidemics in the WHO South-East Asia Region. The Regional Report on Status of Road Safety provides an opportunity to depict the extent and scale of this particular problem. All member countries of the WHO SEA Region except DPR Korea participated in the survey. The data used in the report were endorsed by the relevant government authorities of each country. An estimated 288,768 people were killed on the roads of the South-East Asia Region in 2007. Almost three-quarters of all these deaths occur among the most vulnerable road-users, i.e. motorcyclists, pedestrians, and cyclists. This report also reaffirms our understanding of the rapid proliferation of two- and three-wheelers in the Region, which is a major risk factor for road traffic injuries. All member countries in the Region have lead agencies in place to address road traffic injuries but need more political commitment and support to reduce the huge toll of road traffic injuries.

This report takes stock of recent developments and initiatives to meet increasingly ambitious road safety targets, and constitutes a major international review of progress in developing Safe System approaches, now adopted in a small number of countries.

The study provides a sound basis on which to assess the relative importance of the digital economy in national and global production processes.
