Excerpt from Texas School Journal, Vol. 1: An Educational Magazine, Owned and Controlled by the Teachers of the State of Texas, and Devoted to Their Interests; Official Organ of the Department of Education; January-December, 1883 Make each justice precinct a School District with the right of local taxation. A School Board, elected by the Citizens of the precinct, should be required to maintain a central school, of such grade as they may determine, and as many other schools as may be found necessary. The teacher Of the Central School should be made principal of all the schools in the precinct, thus securing the best possible supervision Without extra cost. Each precinct should be required to maintain its schools at least five months annually. Our rural would thus secure as good schools as our town and cities.
