The public authorities have not successfully resolved the management of the traumatic memory of the wars, dictatorships and massacres to which the European project was always intended to be a counterpoint. The conflict of memories and the public discourses about the past are latent on ideological, political and cultural levels. However, if in the past the conflict concerning memories tended to develop inside the borders of countries, it has now leapt into the European arena. This has also led to the confrontation and questioning of the great narratives established in the common memory, especially with countries of the East joining the European Union. Each community, group or nation maintains common memories that do not always fit in or converge with a general overall account. The origins of the UB Solidarity Foundation’s European Observatory on Memories lie in these debates, and through this book — which includes the contributions of specialists in multiple disciplines and the speeches that were given at the first international symposium, “Memory and Power: A Transnational Perspective” — it hopes to present some of the key challenges that this conflict of memories has in store for us in the present and in the future.

This volume presents an interdisciplinary analysis of the practice of disappearances in Mexico, from the period of the so-called 'dirty war' to the current crisis of disappearances associated with the country's 'war on drugs', during which more than 80,000 people have disappeared. The volume brings together contributions by distinguished scholars from Mexico, Argentina and Europe, who focus their chapters on four broad axes of enquiry. In Part I, chapters examine the phenomenon of disappearances in its historical and present-day forms, and the struggles for memory around the disappeared in Mexico with reference to Argentina. Part II addresses the political dimensions of disappearances, focusing on the specificities that this practice acquires in the context of the counterinsurgency struggle of the 1970s and the so-called 'war on drugs'. The third section situates the issue within the framework of human rights law, by examining the conceptual and legal aspects of disappearances. The final chapters explore the social movement of the relatives of the disappeared, showing how their search for disappeared loved ones involves bodily and affective experiences as well as knowledge production. The volume thus aims to further our understanding of the crisis of disappearances in Mexico without, however, losing sight of the historic origins of the phenomenon.

The authors of this edited volume use a queer perspective to address colonialism as localized in the Global South, to analyse how the queer can be decolonized and to map the implications of such conversations on hegemonic and alternative understandings of modernity. This book is distinct in at least four ways. First, its content is a rare blend of original scholarly pieces with internationally acclaimed art. Second, it is a volume that blends theoretical debates with policy praxis, filling a gap that often tends to undermine the reach of either side at play. Third, its topic is unique, as sexual politics are put in direct dialogue with post-colonial debates. This is the first textbook of its kind to amass cases of genocide and other mass atrocities across the nineteenth, twentieth, and twenty-first centuries that have largely been pushed to the periphery of Genocide Studies or “forgotten” altogether. Divided into four thematic sections – Genocide and Imperialism; War and Genocide; State Repression, Military Dictatorships, and Genocide; and Human-Caused Famine, Attrition, and Genocide – A Modern History of Forgotten Genocides and Mass Atrocities covers five continents, including case studies from Biafra, Yemen, Argentina, Russia, China, and Bengal. They range from the French conquest of Algeria in the mid-nineteenth century to the Yazidi genocide perpetrated by the Islamic State in Iraq and Syria between 2014 and 2017, and show that at times of rising authoritarianism, military conquest, and weaponization of hunger, lines between what is war and what is genocide are increasingly blurred. By including genocides and mass atrocities that are often overlooked, this volume is crucial to the ongoing debates about whether “this atrocity or that one” amounts to genocide. This book explores the complicity of democratic states from the global North in state terrorism in the global South. It evaluates the relationship between the use of state terrorism by Northern liberal democracies and efforts by those states to further incorporate the South into the global political economy and to entrench neoliberalism. Most scholarship on terrorism tends to ignore state terrorism by Northern democracies, focusing instead on terrorist threats to Northern interests from illiberal actors. The book accounts for the absence of Northern state terrorism from terrorism studies, and provides a detailed conceptualisation of state terrorism in relation to other forms of state violence. The book explores state terrorism as used by European and early American imperialists to secure territory, to coerce slave and forced wage labour, and to defeat national liberation movements during the process of decolonisation. It examines the use of state terrorism by the US throughout the Cold War to defeat political movements that would threaten US elite interests. Finally, it assesses the practices of Northern liberal democratic states in the 'War on Terror' and shows that many Northern liberal democracies have been active in state terrorism, including through extraordinary rendition. This book will be of much interest to students of critical terrorism studies, security studies, South American politics, US foreign policy and IR in general.
