This volume presents the papers and summarizes the discussions of a workshop held in Goa, India, in January 2004, organized by the Indian National Institute of Advanced Science (NIAS) and the U.S. Committee on International Security and Arms Control (CISAC). During the workshop, Indian and U.S. experts examined the terrorist threat faced in both countries and elsewhere in the world, and explored opportunities for the U.S. and India to work together. Bringing together scientists and experts with common scientific and technical backgrounds from different cultures provided a unique opportunity to explore possible means of preventing or mitigating future terrorist attacks.

The Maoists have taken up arms. Their focus is on tribals and lower caste people for support. Stress is on militarisation with hierarchy and building of ‘People’s Guerrilla Army’ capable of destroying the state machinery. Violence and breakdown of law and order is causing loss of innocent lives and damage to property. The book has been covered in five chapters by the contributors. The first chapter deals with the Maoist insurgency in India and analyses the reasons that led to the Communist Party of India (CPI) taking up the cause of the lower castes and scheduled tribes. The second chapter deals with use of air power in combating the Maoist insurgency. The author has suggested deployment of drones to detect insurgent camps in the forests and use of helicopters for evacuation of casualties and other measures to facilitate logistics support for Countering Insurgency. An appraisal of India’s Intelligence agencies has been covered in Chapter Three. The fourth and fifth chapters are concerning the manner in which the United States has reacted after the 9/11 terrorist attack in the USA and how India reacted after the terrorist attack in Mumbai on 26 November 2008. The author has suggested the need to evolve a Comprehensive Internal Security Policy covering all dimensions and all levels -- political, economic and social.

India has been a victim of terrorist, Naxalites & Insurgents violence for more than many decades. Terrorism is actually a curse on mankind. The Last Chapter is on prevention and control of terrorism, Naxalism and insurgency. In the end, some useful and realistic suggestions are also made.

Focusing on key historical episodes such as the Calcutta "Black Hole," the anti-thuggee campaigns of the 1830s, the 1857 rebellion, and anti-colonial terrorism in Edwardian London, it argues that exceptional violence was integral to colonial sovereignty and that the threat of violence mutually defined discursive relations between colonizer and colonized. Moving beyond previous studies of colonial discourse, and drawing on contemporary analyses of terrorism, Tickell examines texts by both colonial and Indian authors, tracing their contending engagements with terrorizing violence in selected newspapers, journals, novels and short stories. The study includes readings of several significant early Indian-English works for the first time, from dissident periodicals like Hurrish Chunder Mookerjis Hindoo Patriot (1856-66) and Shyamji Krishnavarmas Indian Sociologist (1905-9) to neglected fictions such as Kylas Dutts parable of anti-colonial rebellion "Forty-Eight Hours of the Year 1945" (1845) and Sarath Kumar Ghoshs The Prince of Destiny (1909). These are examined alongside works by better-known Anglo-Indian authors such as Philip Meadows Taylor's Confessions of a Thug (1838), Flora Annie Steel's On the Face of the Waters (1897), Rudyard Kiplings short fictions and novels by Edmund Candler and E.M.
