The papers in this special issue of Studies in Conflict and Terrorism accompanied the conference in Oklahoma in April 2000, whose purpose was to assess developments in terrorism over the preceeding two decades, map its likely future direction and propose policy recommendations and other remedial steps to counter the menace. The conference and papers address themes such as: Continuity and changes in terrorist motivations, strategies & capabilities; policy and research concerns in coping with terrorism; evaluations of the effectiveness of both international and American counterterrorism policies and capabilities.

Examines violent terrorist groups that, while not formally allied with al-Qaeda, could pose a threat to Americans now or in the future and to the security of our friends and allies. The authors show how terrorists use criminal organizations and connections to finance their activities, and they identify distinct strategies to neutralize or mitigate these threats.

The Oklahoma City bombing, intentional crashing of airliners on September 11, 2001, and anthrax attacks in the fall of 2001 have made Americans acutely aware of the impacts of terrorism. These events and continued threats of terrorism have raised questions about the impact on the psychological health of the nation and how well the public health infrastructure is able to meet the psychological needs that will likely result. Preparing for the Psychological Consequences of Terrorism highlights some of the critical issues in responding to the psychological needs that result from terrorism and provides possible options for intervention. The committee offers an example for a public health strategy that may serve as a base from which plans to prevent and respond to the psychological consequences of a variety of terrorism events can be formulated. The report includes recommendations for the training and education of service providers, ensuring appropriate guidelines for the protection of service providers, and developing public health surveillance for preevent, event, and postevent factors related to psychological consequences.

Since 2001, two dominant worldviews have clashed in the global arena: a neoconservative nightmare of an insidious Islamic terrorist threat to civilized life, and a jihadist myth of martyrdom through the slaughter of infidels. Across the airwaves and on the ground, an ill-defined and uncontrollable war has raged between these two opposing scenarios. Deadly images and threats—from the televised beheading of Western hostages to graphic pictures of torture at Abu Ghraib, from the destruction wrought by suicide bombers in London and Madrid to civilian deaths at the hands of American occupation forces in Iraq—have polarized populations on both sides of this divide. Yet, as the noted Middle East scholar and commentator Gilles Kepel demonstrates, President Bush’s War on Terror masks a complex political agenda in the Middle East—enforcing democracy, accessing Iraqi oil, securing Israel, and seeking regime change in Iran. Osama bin Laden’s call for martyrs to rise up against the apostate and hasten the dawn of a universal Islamic state papers over a fractured, fragmented Islamic world that is waging war against itself. Beyond Terror and Martyrdom sounds the alarm to the West and to Islam that both of these exhausted narratives are bankrupt—neither productive of democratic change in the Middle East nor of unity in Islam. Kepel urges us to escape the ideological quagmire of terrorism and martyrdom and explore the terms of a new and constructive dialogue between Islam and the West, one for which Europe, with its expanding and restless Muslim populations, may be the proving ground.

By focusing on four specific hotbeds of instability-Somalia, Chechnya, Afghanistan, and Iraq-Richard H. Shultz Jr. and Andrea J. Dew carefully analyze tribal culture and clan associations, examine why "traditional" or "tribal" warriors fight, identify how these groups recruit, and where they find sanctuary, and dissect the reasoning behind their strategy. Their new introduction evaluates recent developments in Iraq and Afghanistan, the growing prevalence of Shultz and Dew's conception of irregular warfare, and the Obama Defense Department's approach to fighting insurgents, terrorists, and militias. War in the post-Cold War era cannot be waged through traditional Western methods of combat, especially when friendly states and outside organizations like al-Qaeda serve as powerful allies to the enemy. Bridging two centuries and several continents, Shultz and Dew recommend how conventional militaries can defeat these irregular yet highly effective organizations.

In compiling this annotated bibliography on the psychology of terrorism, the author has defined terrorism as "acts of violence intentionally perpetrated on civilian noncombatants with the goal of furthering some ideological, religious or political objective." The principal focus is on nonstate actors. The task was to identify and analyze the scientific and professional social science literature pertaining to the psychological and/or behavioral dimensions of terrorist behavior (not on victimization or effects). The objectives were to explore what questions pertaining to terrorist groups and behavior had been asked by social science researchers; to identify the main findings from that research; and attempt to distill and summarize them within a framework of operationally relevant questions. To identify the relevant social science literature, the author began by searching a series of major academic databases using a systematic, iterative keyword strategy, mapping, where possible, onto existing subject headings. The focus was on locating professional social science literature published in major books or in peer-reviewed journals. Searches were conducted of the following databases October 2003: Sociofile/Sociological Abstracts, Criminal Justice Abstracts (CJ Abstracts), Criminal Justice Periodical Index (CJPI), National Criminal Justice Reference Service Abstracts (NCJRS), PsycInfo, Medline, and Public Affairs Information Service (PAIS). Three types of annotations were provided for works in this bibliography: Author's Abstract -- this is the abstract of the work as provided (and often published) by the author; Editor's Annotation -- this is an annotation written by the editor of this bibliography; and Key Quote Summary -- this is an annotation composed of "key quotes" from the original work, edited to provide a cogent overview of its main points.
