That we are justified in recommending to you that the Free Employment Bureau be discontinued on the ground that it has not become a reliance of or indispensable to any particular group of unemployed, that such discontinuance can be effected without detriment to the interests of any individual or group of individuals, and that the functions it now performs can be as well performed by private agencies.
