Excerpt from Fifth Annual Report of the Commissioner of Labor: For the Twelve Months Ended September 30, 1905 It is possible that if a labor bureau were organized by the State on an extensive scale, with branches in all of the principal cities, it might be a factor in the labor situation of the State, but to maintain such a bureau would require a large sum Of money annually and to determine its value would require several years of experiment. And as the State is face to face with immediate and pressing labor problems such as factory inspection and child labor, we would recommend that all the energies of your office he turned in that direction. We believe, therefore. That we are justified in recommending to you that the Free Employment Bureau be discontinued on the ground that it has not become a reliance of or indispensable to any particular group of unemployed, that such discontinuance can be effected without detriment to the interests of any individual or group of individuals, and that the functions it now performs can be as well performed by private agencies.
