This book adopts an approach of ‘mixed-method research’ with an in-depth qualitative comparative case study analysis triangulated by a quantitative statistical analysis. In particular, the book attempts to capture Small Island Developing States control variables in its empirical analysis, often omitted from telecommunications empirical studies due to limited data. Based on the smallest and most isolated small island states in the World, the research’s comparative case study analysis was conducted in five Pacific Island States (Fiji, Papua New Guinea, Samoa, Tonga and Vanuatu). The book documents the early account of domestic telecommunications policies in Pacific Island case studies deemed useful for future research. In addition, the book proposes concrete policy insights to Small Island Developing State governments, telecommunications operators, academics and relevant international institutions. The book attempts to link three different strands of academic literatures – namely ‘islandness’, ‘telecommunications policy reform’ and ‘international trade agreements (WTO)’ – through analyzing the political economy of telecommunications reform in an island economy context and the role of the fixed-rules of the World Trade Organization on the credibility of telecommunications reform.

In the first years of the 21st century, economic liberalisation began to transform telecommunications services throughout the Pacific Islands. Government regulators, corporate executives and everyday consumers hopefully imagined that opening mobile phone markets to competition would result in greater access, lower costs and accelerated development. Uneven Connections examines the ways in which liberalisation took hold in Papua New Guinea (PNG) when a unit of the Caribbean-based mobile network operator Digicel Group Ltd. seized the opportunity to compete with the state-sponsored incumbent. The book highlights how mobile phones entered the lives of urban and rural Papua New Guineans after Digicel’s arrival in 2007. In so doing, it describes a moral economy in which companies, consumers and state agents continually negotiate who owes what to whom. In what ways have these various actors invented and negotiated new forms of both freedom and constraint? Uneven Connections advances understanding of how a so-called digital revolution in PNG unfolded, resulting in outcomes that often confounded the expectations of policy makers and ordinary citizens alike. It assesses the extent to which some of the promises of this revolution have been redeemed and identifies the challenges faced by companies, consumers and state agents in establishing and experiencing novel forms of uneven connectivity. The book provides a short and selective history of mobile phones in PNG, ending with the sale of Digicel’s Pacific operations to the Australian company Telstra in 2022.

This handbook covers a wide spectrum of issues relating to small states. Chapters in the volume have been grouped under the three main themes of economic, social and environmental issues. The economics sections include chapters dealing with trade, finance and regulatory frameworks, while the social theme covers health, migration, population ageing, as well as overall social wellbeing. The environmental theme examines matters such as measuring environmental performance, natural disasters, the ocean economy, and the validity of the Sustainable Development Goals. One major issue is the definition of small states. As this volume demonstrates, generally speaking, population is used to measure country size in the literature. However, it clearly emerges that there is no real consensus as to the population cut-off point that distinguishes small states from large ones. While the approaches taken by the authors vary, in all cases the chapters draw practical policy implications for small states. The book can therefore be considered as a wide-ranging depositary of information on small states with the aim of deriving policy prescriptions, and thus as an excellent resource for academics, students and policymakers.
