This volume provides examples of current developments on the role of ICT for education, development, and social justice within an international context. Chapters draw on advanced contemporary thinking from scholars and practitioners in the field to present case studies of how ICT can be used to promote sustainable development and social justice. Social justice is understood in a wide sense as the pursuit of democracy, justice and development in the struggle against any form of oppression; it is within this context that ICT is explored as a tool for social change. El presente estudio determina que existen profundas desigualdades en el acceso a las nuevas tecnologías de la información y la comunicación en los hogares latinoamericanos. Estas desigualdades se refieren a la denominada brecha digital, la que presenta dos dimensiones. Por una parte, la brecha internacional donde destaca el rezago latinoamericano respecto al avance de los países más desarrollados. Por otra parte, las desigualdades al interior de los países latinoamericanos que están asociadas a nivel de ingresos, lugar de residencia y ciclo de vida familiar, entre otros factores.

El área de Educación de la oficina de UNICEF en la Argentina ha iniciado desde el año 2012 el Programa TIC y Educación Básica. Este programa comprende actividades referidas a dos ejes de análisis fundamentales: (i) la gestión de las políticas de las Tecnologías de la Información y la Comunicación (TIC) en educación y (ii) la integración de las TIC en los procesos de enseñanza-aprendizaje en las escuelas de nivel primario y secundario. En el marco de las actividades destinadas al análisis del primer eje, se ubican una serie de estudios de casos de países latinoamericanos que están desarrollando políticas de alcance masivo, que permiten apreciar la significativa complejidad que rodea a estos procesos.
