Maintaining the innovation capabilities of firms, employees and institutions is a key component for the generation of sustainable growth, employment, and high income in industrial societies. Gaining insights into the German innovation system and the institutional framework is as important to policy making as is data on the endowment of the German economy with factors fostering innovation and their recent development. Germany's Federal Ministry of Education and Research has repeatedly commissioned reports on the competitive strength of the German innovation system since the mid-eighties. The considerable attention that the public and the political, administrative and economic actors have paid to these reports in the past few years proves the strong interest in the assessment of and indicators for the dynamics behind innovation activities. The present study closely follows the pattern of those carried out before. It has been extended, however, to include an extensive discussion on indicators for technological performance and an outline of the key features of the German innovation system.

This Open Access book analyses the past, present and future of the technical university as a single faculty independent institution. The point of departure is a view of changing academic realities, through which the identity as a technical university is challenged and reconstituted. More specifically, the book connects the development of technical universities to changes in the structure and dimensioning of national higher education systems, to changes in the disciplinary basis of academic research and to changes in the governance of higher education institutions. Introduced in the age of industrialization, polytechnical schools rose to prominence in many national settings during the second half of the 19th century. Over time, new technologies have been developed and incorporated into the repertoire, and waves of academisation have swept over the former polytechnics, transforming them into technical universities. Their traditions and brands, however, prevail. Several technical universities are included among the most prestigious academic institutions of their nations and the training of engineers and engineering research still enjoys a high level of prestige and national priority, e.g. in the context of innovation and industrial policy. But the world keeps changing, and the higher education sector with it. Will technical universities have an equally attractive position within university systems in the decades to come? .--

The Manufacturing Extension Partnership (MEP) - a program of the U.S. Department of Commerce's National Institute of Standards and Technology - has sought for more than two decades to strengthen American manufacturing. It is a national network of affiliated manufacturing extension centers and field offices located throughout all fifty states and Puerto Rico. Funding for MEP Centers comes from a combination of federal, state, local and private resources. Centers work directly with manufacturing firms in their state or sub-state region. Initiative and Organizers During several meetings in Stockholm between the Swedish-German steering group of the Swedish Work Environment Fund (Arbetsmiljofonden) and the Project Ad ministration for Work and Technology (Projekttrager Arbeit und Technik) of the DLR it was common opinion that the coordination of some programme areas and projects of both sides, and the cooperation within them, showed good progress and fruitful results. Contacts and cooperation between research institutions and researchers were also well underway. But there was never time to discuss political, strategic and operational approaches in the formulation, interpretation and implementation of research and development (R&D) strategies in the common fields of activities, labelled "quality of working life", "humanization", anthropocentric design concepts, work and technology, to mention the most common terms in English. Last year the Sozialakademie Dortmund proposed to the Swedish and German parties to organize a workshop devoted to this cause. The idea was immediately taken up; the German side suggested that such a gathering should not only express German and Swedish voices but should be extended to a wider, European forum. The workshop could then better deal with the relations between the relevant national, European and possibly international programmes. It would allow deeper insights into the underlying political structures and mechanisms, the system of cooperation and conflict solving between publicly financed programmes, promoted institutions and expected results.

An academy is a new type of school that is publicly funded, supported by one or more sponsors and operates independently of the local authority. Their aim is to raise achievement standards in deprived areas by replacing poorly performing schools. By 2006 46 were operating and there are plans for 200 academies to be opened by 2010. This report looks at the capital and running costs, new academy buildings, academic performance, their contribution to tackling social depravation, and the management of the programme. The value for money assessment is that academic progress means that the Academy programme is on track to deliver good value for money. However to achieve this goal it needs to pay attention both to managing the capital costs and the sustainability of funding and performance.
