Examining teacher education in an international context, this book captures the diversity of the world's educators. Many countries confront surprisingly similar challenges in preparing K–12 educators for success, while national contexts also make for surprising differences. In Teaching the World's Teachers, education historians Lauren Lefty and James W. Fraser and their contributors make a convincing case for approaching these shared challenges from a more global and historically minded perspective. Written by education scholars from eleven different countries—Argentina, Brazil, Catalonia-Spain, China, England, Finland, Ghana, Israel, Singapore, South Africa, and the United States—this book provides histories of teacher education reforms between roughly 1980 and 2020. The authors show how international trends that emerged during this period collided with national and regional contexts to produce unique teacher education systems in different nations. While in some countries the embrace of markets and competition led to a deregulation of the teacher preparation field, in others teaching became a highly regulated and centralized affair. At the same time, ideas and structural models cross borders and education leaders borrow from each other while reshaping plans in each place. Indoctrinating the Youth examines how the Guomindang (GMD or Nationalists) sought to maintain control of middle-school students and cultivate their political loyalty over the trajectory of the Second Sino-Japanese War, Chinese Civil War, and postwar Taiwan. During the Sino-Japanese War the Nationalists managed middle-school refugee students by merging schools, publishing and distributing updated textbooks, and assisting students as they migrated to the interior with their principals and teachers. In Taiwan, the China Youth Corps (CYC) became a symbol of the regime’s successful establishment. Tracing Nationalist efforts to indoctrinate ideology and martial spirit, Jennifer Liu investigates how GMD leaders Chiang Kai-shek and his son Chiang Ching-kuo tried to build support among young people in their efforts to stabilize Taiwanese society under their rule. By comparing two key youth organizations—the Three People’s Principles Youth Corps in China, and the CYC on Taiwan—Liu uses education as a lens to analyze state-building in modern China. Liu’s careful analysis of the inner workings of GMD youth organizations also illuminates the day-to-day operations of military training in gender-segregated upper-middle schools—including how the government selected instructors and the skills taught to students. According to Liu, mandatory military training contributed to preventing major protest against the government but the policy was not without critics. Intellectuals, parents, and students voiced their dissent at what they perceived as excessive control by a repressive government and a waste of resources interfering with academics. The government-mandated civics curriculum, including government-approved textbooks and standards, reveals the characteristics and duties GMD officials believed modern citizens of the next generation should possess. Through provisions for refugee students, youth organizations, military training, and civics classes, GMD secondary education policy played a critical role in the process of state building in both modern China and Taiwan. Skillfully combining archival work in Nanjing and Taipei, along with oral interviews with former students and CYC administrators, instructors, and members, Liu offers a unique perspective toward a balanced assessment of Nationalist Party rule.

Discussions of China’s early twentieth-century modernization efforts tend to focus almost exclusively on cities, and the changes, both cultural and industrial, seen there. As a result, the communist peasant revolution appears as a decisive historical break. Kate Merkel-Hess corrects that misconception by demonstrating how crucial the countryside was for reformers in China long before the success of the communist revolution. In The Rural Modern, Merkel-Hess shows that Chinese reformers and intellectuals created an idea of modernity that was not simply about what was foreign and new, as in Shanghai and other cities, but instead captured the Chinese people’s desire for social and political change rooted in rural traditions and institutions. She traces efforts to remake village education, economics, and politics, analyzing how these efforts contributed to a new, inclusive vision of rural Chinese life. Merkel-Hess argues that as China sought to redefine itself, such rural reform efforts played a major role, and tensions that emerged between rural and urban ways deeply informed social relations, government policies, and subsequent efforts to create a modern nation during the communist period.
