The Commonwealth of Virginia owns numerous tidal, waterfront properties along Chesapeake Bay and its tributaries including state parks, natural area preserves, and wildlife management areas. Many of these parks have eroding shorelines and are at risk from coastal hazards such as tidal flooding, waves, and sea level rise. These environmental threats impact the safety of park visitors and the mission of the parks. [...] This project assessed coastal hazard risk to determine which sites may be suitable for a living shoreline demonstration project. To triage these public properties, a site visit to each park determined the physical condition of the shorelines at the present time along with site-specific parameters. In addition, existing data was utilized to further characterize sites. From this data, the sites were ranked for need and suitability. Of the eleven parks, the three that have the greatest need and highest potential had site-specific shoreline protection/management plans developed for eroding sections of shoreline. These plans will enhance the park's goals as stated in their master plans.

Leesylvania State Park is located along the Potomac River in Prince William County, Virginia (Figure 1). It is one of the most highly used state parks in Virginia with attendance topping 600,000 (Anne, 2017). The project shoreline occurs on the southeast-facing Potomac River shore north of the marina (Figure 2). This section of coast is very low and is exposed to long fetches across and down river. Prior to the project, the shoreline had a scarped bank, exposed tree roots, and falling trees which was unsafe for park visitors (Figure 3). In 2011, the Shoreline Studies Program at the Virginia Institute of Marine Science (VIMS) performed a site assessment and developed the plan for a Living Shoreline demonstration project. The project consisted of four gapped rock sills with sand fill and marsh grass plantings (Figure 4). Project partners, Virginia State Parks, VIMS, Prince William County, and the Northern Virginia Regional Commission (NVRC) cooperated to obtain grant funding for construction.

The National Academy of Science recently published a report that spotlights the necessity of developing a shoreline management framework (NRC, 2007). It suggests that improving awareness of the choices available for erosion control, considering cumulative consequences of erosion mitigation approaches, and improving shoreline management planning are key elements to minimizing adverse environmental impacts associated with mitigating shore erosion.

Actions taken by waterfront property owners to stabilize the shoreline can affect the health of the Bay as well as adjacent properties for decades. With these long-term implications, managers at the local level should have a more proactive role in how shorelines are managed. Preserving its natural environmentis a local priority particularly inregard to future development considerations (Gloucester County, 2016). The shores of Gloucester range from exposed open-river to very sheltered creeks, and thenature of shoreline change varies accordingly (Figure 1-1). This shoreline management plan is useful for evaluating and planning shoreline management strategies appropriate for all the creeks and rivers of Gloucester. It ties the physical and hydrodynamic elements of tidal shorelines tothe various shoreline protection strategies.

The shores of Lynnhaven River are fairly sheltered coasts. In addition, much of the shoreline has existing hardened shore protection. However, much of Lynnhaven River's shoreline is suitable for a "Living Shoreline" approach to shore-line management. The Commonwealth of Virginia has adopted policy stating that Living Shorelines are the preferred alternative for erosion control along tidal waters in Virginia (http://leg1.state.va.us/cgi-bin/legp504.exe?111+ful+CHAP0885+pdf). The policy defines a Living Shoreline as ..."a shoreline management practice that provides erosion control and water quality benefits; protects, restores or enhances natural shoreline habitat; and maintains coastal processes through the strategic placement of plants, stone, sand fill, and other structural and organic materials." The key to effective implementation of this policy at the local level is understanding what constitutes a Living Shoreline practice and where those practices are appropriate. This management plan and its use in zoning, planning, and permitting will provide the guidance necessary for landowners and local planners to understand the alternatives for erosion control and to make informed shore-line management decisions.
