This book examines the processes and factors shaping the development of homeland security policies in the European Union (EU), within the wider context of European integration. The EU functions in a complex security environment, with perceived security threats from Islamist terrorists, migration and border security issues, and environmental problems. In order to deal with these, the EU has undertaken a number of actions, including the adoption of the European Security Strategy in 2003, the Information Management Strategy of 2009, and the Internal Security Strategy of 2010. However, despite such efforts to achieve a more concerted European action in the field of security, there are still many questions to be answered about whether the European approach is really a strategic one. European Homeland Security addresses two major debates in relation to the development of homeland security in Europe. First, it reflects on the absence of ‘homeland security’ in European political debate and its potential consequences. Second, it examines the significant policy developments in the EU that suggest the influence of homeland security ideas, notably through policy transfer from the United States. The book will be of great interest to students of European security and EU politics, terrorism and counter-terrorism, security studies and IR.

This book sheds light on aviation security, considering both technologies and legal principles. Security concerns have mushroomed. Increasingly numerous areas of life are governed by security policies and technologies. Security Unbound argues that when insecurities pervade how we relate to our neighbours, how we perceive international politics, how governments formulate policies, at stake is not our security but our democracy. Security is not in the first instance a right or value but a practice that challenges democratic institutions and actions. We are familiar with emergency policies in the name of national security challenging parliamentary processes, the space for political dissent, and fundamental rights. Yet, security practice and technology pervade society heavily in very mundane ways without raising national security crises, in particular through surveillance technology and the management of risks and uncertainties in many areas of life. These more diffuse security practices create societies in which suspicion becomes a default way of relating and governing relations, ranging from neighbourhood relations over financial transactions to cross border mobility. Security Unbound demonstrates that governing through suspicion poses serious challenges to democratic practice. Some of these challenges are familiar, such as the erosion of the right to privacy; others are less so, such as the post-human challenge to citizenship. This edition stresses some critical reflectons regarding security policies before and during Sport Events in our contemporary era of generalized insecurity. Sport competitions at the national, European and global levels have evolved in terms of economic investment, social importance and media coverage. However, this evolution has brought with it major political concerns. At the same time, the dominant question regarding the organization of competitions in our post-modern, neoliberal risk societies is the creation of a safe and secure milieu; the need of construction of an environment of life where sport events and the multiple activities and interests related to them can be kept safe from any risk and potentially harmful occurrence. In the name of security, anticipatory dispositifs and risk management practices, rationalities and technologies of government do not exclusively attempt to prevent disastrous incidents or to maintain order in situ. Involving a set of heteronymous public and private organizations and bureaucraties, state "experts" and not state "security managers", proactive security strategies seek to imagine the future, to pre-empt, to act in advance, to anticipate possible catastrophic incidents by managing populations and spaces in order to set, to assure, with any cost, the ideal conditions. The aim of this volume is to highlight the complex set of legal provisions, surveillance and policing practices, discourses, bureaucratic procedures and spatial and architectural forms underpin the security governance of sport events and their effects in the contemporary era of widespread uncertainty. The research in this doctoral thesis examines the protection of personal data in two relationships: between judicial and law enforcement authorities of the EU Member States (including Europol and Eurojust) on the one hand and the US on the other hand. The book provides answers to the central question as to whether the EU complies with her own standards of data protection in these internal relations, as well as in the transatlantic cooperation in criminal matters. The new framework decision on data protection in criminal matters that entered into force in early 2009 is a significant element in this study, alongside the agreement concluded between the EU and the US on the mutual assistance in criminal matters of which the entry into force is equally planned for 2009.
