Empower youth, transform policies: From concept to action Participatory youth policy implies that young people are involved in policy making at all stages, from inception to implementation, monitoring and evaluation. The main feature of participatory youth policy is a mobilised effort to promote co-creation of youth policy with young people and to include strengths and talents from the field, making sure that youth olicy is built on democratic principles, support for solidarity, inclusion, equality, openness and outreach. Across Europe, meaningful youth participation in dialogue and mutually respectful work in policy implementation are understood to be prerequisites for effective and efficient policy making. Knowledge, understanding and commitment to knowledgebased participatory youth policy has increased exponentially following the publication by the EU–Council of Europe Youth Partnership of About time! A reference manual for youth policy from a European perspective in 2021. This T-Kit complements the manual and provides educational support for building youth sector capacity for participatory policy making. The knowledge developed in the sector over the past few decades, on which this T-Kit is based, will benefit youth leaders, workers, trainers and organisations advocating participatory structures, especially at local and national levels. Youth policy makers will be able to launch participatory processes by using the activities contained in this T-Kit. Organisations and experts developing training and development strategies on youth policy may find the T-Kit to be a useful resource. It is structured to enable users to find a wide range of resources in one place for successful educational processes on participatory youth policy. The T-Kit provides conceptual, methodological and educational frameworks and offers a set of educational activities and a toolbox to help address the themes of participatory youth policy making, enabling its users to learn, grow and importantly – to engage.

In 1998, the Council of Europe and the European Commission decided to take common action in the field of youth. Both institutions initiated a partnership agreement with the aim "to promote active European citizenship and civil society by giving impetus to the training of youth leaders and youth workers working within a European dimension". In 2003, additional agreements were signed in the fields of "youth research" and "Euro-Mediterranean youth co-operation". Since 2005, the partnership between the European Commission and the Council of Europe in the field of youth activities has focused on the following topics: European citizenship, human rights education and intercultural dialogue, quality and recognition of youth work and training, better understanding and knowledge of youth and youth policy development. The partnership between the European Commission and the Council of Europe in the field of youth brings together the two institutions' experience in non-formal education, youth policy, youth research and youth work practice. Activities organised within its framework gather representatives of those areas who share their knowledge and experience for the benefit of enhancing evidence-based policy, practice, quality and recognition of youth work and training. Results and other material are made available on the partnership website (http://youth-partnership-eu.coe.int) and in various publications, including the Training Kits (T-Kits). All activities and publications enhance the exchange of experience and good practice between the actors involved and contribute to the implementation of the political objectives of both partner institutions.

The Council of Europe youth sector aims at enabling young people across Europe to actively uphold, defend, promote and benefit from the Council of Europe’s core values of human rights, democracy and the rule of law, notably by strengthening young people’s access to rights, deepening youth knowledge and broadening youth participation. The activities of the European Youth Centres of Budapest and Strasbourg play a central role in the education and training of young ‘multipliers’ of Council of Europe values. The core of these activities is the programme of study sessions, week-long intercultural non-formal learning activities that are held in cooperation with European youth organisations and networks. These activities bring to the Youth for Democracy programme of the Council of Europe the unique experiences, expectations and concerns of young people regarding contemporary issues and challenges that affect their access to rights and of participating in all spheres of society. The study sessions of the European Youth Centres have been trendsetters in European youth work and remain a benchmark for intercultural youth activities. This manual is published to support the quality of study sessions and other educational activities in the Youth for Democracy programme. Preparing facilitators and developing their competences is one of the essential prerequisites for enabling exchanges of views and dialogical learning, preparing the participants to act as multipliers in their day-to-day lives, and ultimately contributing to the values and priorities of the Council of Europe and its youth sector. This Manual for Facilitators provides essential information, insights and practical tips in the planning and delivering of non-formal education intercultural activities while taking into account essential approaches of intercultural learning, human rights education and youth participation. This manual is a contribution to the quality of intercultural non-formal education activities of youth organisations and at making those activities a truly learning experience for young people in the Council of Europe.

T-Kits (Training kits) are a product of the Partnership Agreement on European Youth Worker Training run by the CoE and the European Communities Commission

T-Kits are a product of the Partnership Agreement on European Youth Worker Training run by the European Commission and the Council of Europe. Most publications in the series look at particular topics but this one, T-Kit 6 concentrates on the training process itself. The topics covered are: the context of training including matters such as roles, ethics and competencies; training in teams; the process of educational and logistic planning; the process that emerge in action and what they mean to individuals and groups; what sh9ould happen after training to facilitate a long-term effect.
