The critical role of forests in climate change mitigation and adaptation is now widely recognized. Forests contribute significantly to climate change mitigation through their carbon sink and carbon storage functions. They play an essential role in reducing vulnerabilities and enhancing adaptation of people and ecosystems to climate change and climate variability, the negative impacts of which are becoming increasingly evident in many parts of the world. In many countries climate change issues have not been fully addressed in national forest policies, forestry mitigation and adaptation needs at national level have not been thoroughly considered in national climate change strategies, and cross-sectoral dimensions of climate change impacts and response measures have not been fully appreciated. This publication seeks to provide a practical approach to the process of integrating climate change into national forest programmes. The aim is to assist senior officials in government administrations and the representatives of other stakeholders, including civil society organizations and the private sector, prepare the forest sector for the challenges and opportunities posed by climate change. This document complements a set of guidelines prepared by FAO in 2013 to support forest managers incorporate climate change considerations into forest management plans and practices.

Sustainable forest governance is critical to a debate over how multi-faceted impacts of climate change can be addressed at the local community level. Reducing Emissions from Deforestation and Forest Degradation (REDD) is a financial incentive-based carbon emission reduction program of the United Nations (UN) which will likely change the ways community forests in many developing countries are accessed and used. In particular, the REDD program may reduce the access and use of forest products to poor communities who are heavily dependent on forests for their livelihoods. This paper aims to investigate whether and how the REDD program affects community forestry program in Nepal, particularly in relation to the livelihoods of forest dependent poor communities. It examines conceptual and policy aspects of REDD program in respect to Nepalese community forestry policy through the literature review, and also draws upon the current research in three community forestry cases. It then focuses on the analysis of impacts of the REDD program, viz.- a) access and use of community forests for poor communities, b) benefit and costs of REDD program to poor communities, and c) benefits (or costs) sharing mechanism (i.e. who gets what, when and how?). The paper identifies issues of REDD program in relation to community forestry and local livelihoods, particularly the livelihoods of the poorer groups. The paper provides a critique of the market driven, financial incentive-based REDD program to be not sympathetic to the decentralized forest governance. Despite community forestry has proven to be more equitable than the top-down centralized approach to forest governance, we argue that REDD seems to encourage the top-down approach, and therefore it seems to be anti-community forestry. Further, it does not really safeguard the interest and need of poor and disadvantaged communities who are directly dependent on forests. The paper concludes by underpinning the need to rethink forest governance in a changing climate with due consideration of persisting poverty in many developing countries.

The objective of this publication is to present the policy and management approach of each member country on its protective forests. The goal of the member countries is to increase the resilience of mountain forests and ensure the sustainability of their protective functions for society. Each country report covers the following topics: 1) definition of protective forests; 2) characteristics of the national protective forest system; 3) challenges encountered in the management and strengthening of protective forests, including climate change impacts; 4) governance of the protective forest system; and 5) monitoring and planning systems for protective forests. Countries have defined, characterized, and identified challenges inherent to their protective forests, and it is through their appropriate governance, management and planning that the forests are able to provide ecosystem services in a sustainable way. In the context of a changing climate, the approach has to be revisited and adapted to novel and increasingly more uncertain conditions. This review of reports from 12 countries shows that especially mountain regions in Europe are facing common challenges and that different approaches can be learnt from each another. We hope that this report may provide a basis for further actions in transboundary and international cooperation for maintaining and enhancing protective forests.

The contents of this volume concentrate on the very latest factors and developments, thus, hopefully, contributing both to the book’s attractiveness and to closing gaps in the discipline’s database. This book is written for researchers in the field of forest management, international forestry, and climate change-related issues, legal and policy advisors, as well as for managers of private companies who deal with SFM. The authors of the various sections are scientists in the field of forestry and other environmental sciences. They represent different institutions, mainly universities and research agencies in Germany, but also high-level international institutions in development co-operation, such as the World Bank, FAO, and IIASA. The scope of the book is to refresh the meanings and perceptions of SFM against the background of the rapid changes in our natural and social environment. Climate change and the rapid increase of atmospheric CO concentration is a global process 2 with negative impacts of different kinds, among others on natural ecosystems such as forests. A crucial issue therefore is how forest management can contribute to forest conservation in light of changing climatic conditions. Moreover, policy changes such as the introduction of certification schemes and the new emphasis laid on Non-Wood Forest Products justify the re-evaluation of the role of SFM in delivering ecological goods and services from our forests.

A search for new methods for dealing with climate change led to the identification of forest maintenance as a potential policy option that could cost-effectively reduce greenhouse gas emissions, with the development of measures for Reducing Emissions from Deforestation and Forest Degradation (REDD). This book explores how an analysis of past forest governance patterns from the global through to the local level, can help us to build institutions which more effectively deal with forests within the climate change regime. The book assesses the options for reducing emissions from deforestation in developing countries under the international climate regime, as well as the incentives flowing from them at the national and sub national level and examines how these policy levers change human behaviour and interface with the drivers and pressures of land use change in tropical forests. The book considers the trade-offs between certain forestry related policies within the current climate regime and the larger goal of sustainable forestry. Based on an assessment of existing multi-level institutional forestry arrangements, the book questions how policy frameworks can be better designed in order to effectively and equitably govern the challenges of deforestation and land degradation under the global climate change regime.
