This book presents recent innovative trends in land, water and energy management in Vietnam. Presenting the main projects and outcomes of a close collaboration between Italian and Vietnamese researchers in the last three years, the book is divided into three main sections: environment, climate change and land management in Vietnam; energy for Vietnam; and cities and utilities in Vietnam. The first section focuses on water systems, including rivers and seacoasts, and on new growing methods for more sustainable agriculture. The second section addresses energy and wastewater. The country’s rapid growth is a major challenge in terms of reinforcing the electrical infrastructures, and as such this section offers an overview of the government’s planned measures and their impact on the Vietnamese power system. The third section highlights cities and utilities in the context of increasing urbanization, exploring the urban morphology of the Vietnamese metropolis, particularly Hanoi and Ho Chi Minh City.

Despite starting as one of the poorest countries in the mid-1980s, Vietnam has achieved rapid developmental progress, reaching lower middle-income status in 2010. In line with rapid economic growth, Vietnam has achieved impressive progress towards the Sustainable Development Goals (SDGs) during this time. This paper sheds light on some elements of Vietnam’s success story, highlighting crucial policies in education and electricity sectors. It undertakes a forward-looking costing exercise that focusses on five sectors – education, health, roads, water, and electricity infrastructure. Achieving the remaining SDGs in Vietnam will be a challenge, with total annual additional spending needs in the 5 subsectors estimated at 7 percent of GDP by 2030.

Drawing on the studies by the Asia Competitiveness Institute (ACI) at the Lee Kuan Yew School of Public Policy (LKYSPP), National University of Singapore (NUS), this book titled Balanced, Sustainable and Competitiveness Enhancement Study for Vietnam: A Critical Evaluation with Development Potentials, which is a joint research collaboration between the National Research Project on Improving Vietnam's Competitiveness and ACI-LKYSPP-NUS, provides a detailed assessment of the Vietnamese economy. We contend that Vietnam is at a critical juncture in its development whereby a new wave of far-reaching reforms is required to address persistent structural weaknesses and unleash the country's economic potentials. In addition, Vietnam's new growth model must tackle widening regional disparities which puts Vietnam at risk of becoming one country with two economies where the southern region of Vietnam pulls too far ahead of its northern and central counterparts. Based on our analysis, we propose a comprehensive policy roadmap for Vietnam to achieve balanced and sustainable development for enhanced competitiveness. The successful completion of this reform agenda will set Vietnam firmly on a dynamic growth path which will allow the country to catch up with the more advanced ASEAN member states by 2040.
