Based on a visual inspection, operational history, and available engineering data, the dam is considered to be in good condition. The size classification of the facility is small and its hazard classification is considered to be high. In accordance with the recommended guidelines, the Spillway Design Flood (SDF) for the facility ranges between the 1/2 PMF (Probable Maximum Flood) and the PMF. Due to the high potential for damage to downstream structures and possibly loss of life, the SDF is considered to be the PMF. Results of the hydrologic and hydraulic analysis indicate the facility will pass and/or store about 77 percent of the PMF prior to embankment overtopping. Consequently the spillway is assessed as being inadequate, but not seriously inadequate. Deficiencies noted by the inspection team included the following: (1) large trees rooted within the downstream embankment face; (2) a damaged and inadequate spillway discharge channel; and (3) a bent gate stem and partially obstructed outlet associated with the blowoff conduit.

The condition of Bel-Air Lake Dam is considered to be unsafe/ nonemergency due to a seriously inadequate spillway capacity. The overall condition of the dam is considered to be fair. Although at this time no signs of significant distress were observed, it appears that the center of the dam has significantly settled. The design drawings show the design freeboard to be five feet, but the available freeboard is only approximately two feet. It also appears that fill has been placed on the downstream slope, increasing the crest width from the design value of 10 feet to about 30 feet near the center line of the dam and greater than 50 feet near the left abutment. The dam has no functional low level outlet facility.

Lake Walter Dam is located on Spring Run, approximately one mile upstream of its confluence with Meshoppen Creek in Springville Township, Susquehanna County, Pennsylvania. The condition of Lake Walter Dam is considered to be good. The only significant condition noted which requires further attention is the lack of erosion protection in the emergency spillway discharge channel. The swampy condition at the toe of the dam is not considered to be significant at this time; however, the condition should be monitored to document if seepage is developing.

Based on the visual inspection, past performance and the available engineering data, the dam and its appurtenant structures appear to be in fair condition. In accordance with the Corps of Engineers' evaluation guidelines, the size classification of this dam is small and the hazard classification is high. These classifications indicate that the Spillway Design Flood (SDF) should be in the range of one-half the Probable Maximum Flood (PMF) to the full PMF. The recommended SDF for this structure is one-half the PMF. The spillway capacity is adequate for passing only 10 percent of the PMF peak inflow without overtopping the dam. The spillway is considered to be seriously inadequate. The dam is therefore unsafe, non-emergency.
