HDR was contracted by Alaska Energy Authority to update the 1980s cost estimate, energy estimate, and schedule, and to evaluate the economics of the project. This report summarizes the results of that study.

The social science program, described in this general investigation memorandum, focuses primarily on effects by the Susitna Hydroelectric Project on cultural, socioeconomic, recreation, aesthetic, and land use resources. In addition, the social science program examines environmental effects associated with alternative project locations, designs, and energy sources.

This is a collection of two documents reporting on the second and third meetings of the Susitna Hydroelectric Project External Review Panel. These reports, containing the opinions and recommendations, were written on June 5 and October 8, 1981. Participants in the panel and subpanels represented Alaska Power Authority, Acres American Inc., Terrestrial Environmental Specialists, Inc., Battelle, and Alaska Department of Fish and Game. By comparison, APA Document 2427 also contains these two meeting reports; APA Document 2359 contains the full proceeding papers of the third meeting, and APA Document 1380 contains the information package for the third meeting. APA 1380 and 2359 contain the draft version of the third meeting report, though the text is identical.

This general investigation memorandum sets forth the objectives, methodology, organization, personnel, schedule, deliverables, and budget for accomplishing the fisheries and aquatic habitat studies needed to support the Federal Energy Regulatory Commission licensing of the Susitna Hydroelectric Project. The activities and budget described in this memorandum are for fiscal year 1984 (July 1983 through June 1984).

This document contains a series of reports and comments of the Alaska Power Authority's External Review Panel on the Susitna Hydroelectric Project based on their review of the comprehensive Feasibility Report prepared by Acres American, Inc. Reports are dated from January 1981 to April 1982. Included are seismic studies, environmental studies, fishery and wildlife studies, economic evaluations, geotechnical investigations, and hydraulic and hydrology considerations.
