The Study of Portability of Social Security Rights between ASEAN Member States is a project in the Action Plan 2018-2025 to implement the ASEAN Consensus on the Protection and Promotion of the Rights of Migrant Workers that is led by Thailand through its Social Security Office and Thailand Development Research Institute. Commenced in 2018, the Study was completed in 2020 following a series of close consultations and interviews with various social security agencies in ASEAN Member States. The findings and recommendations were disseminated at the Seminar on the Portability of Social Security Rights between ASEAN Member States held on 25 November 2020. The Study provides an overview of the national social security systems in ASEAN Member States including the laws, policies, agencies and management. It also provides analyses on key aspects to be considered in working towards transferability of social security benefits of migrant workers to other countries. It recommends some possible ways to build linkages with social security schemes of other ASEAN Member States, as well as options for legislative amendments and capacity building of social security agencies.
