Border clearance processes by customs and other agencies are among the most important and problematic links in the global supply chain. Delays and costs at the border undermine a country’s competitiveness, either by taxing imported inputs with deadweight inefficiencies or by adding costs and reducing the competitiveness of exports. This book provides a practical guide to assist policy makers, administrators, and border management professionals with information and advice on how to improve border management systems, procedures, and institutions.

Border clearance processes are among the most problematic links in the global supply chain and frequently undermine national competitiveness by increasing the cost of exports and reducing reliability of supply. As a result, securing meaningful reform of border management procedures has become an important issue for the development community. However, it remains an area where little effective guidance is available to reformers and development professionals. A recent publication released by the International Trade Department of the World Bank was developed in response to this need. The Border Management Modernization Handbook (World Bank 2011) outlines a new and more comprehensive reform and modernization agenda based on the concept of collaborative border management (CBM). The CBM concept shifts the focus beyond the traditional customs-specific trade facilitation agenda to a new and more comprehensive "whole-of-government" approach to reform that relies less on institution-specific reform and more on a wider trade supply chain-focused approach designed to tackle the major barriers traders face when navigating the frequently complex and opaque regulatory requirements that governments impose on international trade.

This book analyses the range of potential measures national quality assurance agencies may have to employ to deal with the new issues caused by Cross Border Higher Education (CBHE). The expansion of CBHE raises quality problems, which are currently assessed differently depending on the countries concerned. This has been exacerbated by the growth of Massive Open Online Courses (MOOCs) which have developed very quickly and can be prone to rogue providers. This edited book addresses two critical issues in international management: building trust and managing boundary spanning activities between international business partners. The duel-process of internationalization of multinational corporations (MNCs), through globalisation and regionalisation, has helped MNCs to increase their market expansion and improve the capabilities of innovation and learning. By creating various forms of international strategic alliances (ISAs), MNCs have become structurally more complex and geographically more dispersed. As a result, MNCs in general and ISAs in particular face the challenges of discerning blurred organisational boundaries, reconfiguring the control mechanisms, integrating diversified resources, and coordinating distributed activities in time and space. Research in organisation behaviour indicates that boundary spanners play critical yet unspecified roles and functions in managing cross-boundary relationships. A core boundary spanning function is to build trust relationships. When organisations engage in business transactions, members of the organisations are concerned with not only the outcomes of economic transactions but also the processes of social exchanges. Boundary spanners may succeed in building interpersonal trust in a partnership, nonetheless their effort may not lead to inter-partner trust without an effective implementation of the institutionalisation process. Whereas trustworthiness is the antecedent to trust providing the basis for trust to develop, distrust manifests itself as a separate and linked concept to trust. These dynamic features of trust, trustworthiness, and distrust are critically elaborated. Trust Building and Boundary Spanning in Cross-Border Management is dedicated to explicating these under-researched themes and contributing to the emerging streams of research in micro foundations and micro-structural approaches. This book presents a new approach to management in an increasingly interactive world. In this context, the use of the word “new” has two meanings. The first relates to a new definition of borders (which are natural, institutional, functional, or mixed); the second concerns the fact that the book applies (and, where necessary, develops) analytical tools, methods and models that are different from those used in other similar books. The objectives of this book are: to clarify whether existing management theories and methods can be effectively applied in an entity (which can be defined as a sovereign country, a region, a community, a culture, or a firm) as the latter increasingly interacts with the rest of the world; to develop qualitative and quantitative methods to help leaders make optimal decisions for their entity and, at the same time, to maximize the positive (or minimize the negative) effects of those decisions on the rest of the world; and to design workable cross-border cooperation plans and conflict-management schemes that allow policy-makers to better cope with the challenges and problems posed by our increasingly interactive world.
