Water has always been a source of risks and opportunities in the Middle East and North Africa. Yet rapidly changing socioeconomic, political, and environmental conditions make water security a different, and more urgent, challenge than ever before. This report shows that achieving water security means much more than coping with water scarcity. It means managing water resources in a sustainable, efficient, and equitable way. It also involves delivering water services reliably and affordably, to reinforce relationships between service providers and water users and contribute to a renewed social contract. Water security also entails mitigating water-related risks such as floods and droughts. Water security is an urgent target, but it is also a target within reach. A host of potential solutions to the region’s water management challenges exist. To make these solutions work, clear incentives are needed to change the way water is managed, conserved, and allocated. To make these solutions work, countries in the region will also need to better engage water users, civil society, and youth. The failure of policies to address water challenges can have severe impacts on people’s well-being and political stability. The strategic question for the region is whether countries will act with foresight and resolve to strengthen water security, or whether they will wait to react to the inevitable disruptions of water crises.

The countries of West Asia and North Africa (WANA) have long had the challenge of providing sustainable livelihoods for their populations in the fragile ecosystems of semi-arid and arid areas. Climate change is already a reality in WANA and it places additional constraints on the already fragile ecosystems of dry areas and limited natural resources in WANA. A comprehensive and integrated approach to planning and implementing the climate change adaptation strategies across the wide range of agro-ecosystems in different countries in WANA could help both the planners and the local communities to deal effectively with the projected impacts and also contribute to overall sustainability of agricultural production systems. This book addresses the important issue of climate change and food security in West Asia and North Africa and presents the appropriate strategies which could help in the development of new policies to better adapt agriculture production systems and enhance food security in WANA.

"Climatic Change and Water Resources in the Middle East and North Africa" is dedicated to high-priority topics related to the impact of climate change on water resources in a water scarce region. The subject is described and discussed in three main chapters and different case studies. The three main chapters are (1) Climatic changes - sources and effects on the water cycle, (2) Impact of climate change on water resources, (3) Water resources and water management. These chapters are split up into further 26 sections. A total of 64 individuals from many countries have made contributions to this book. All topics in this book are complimentary and contribute to a comprehensive understanding of the interactions between global climate change, world water cycle and water resources. A valuable and meaningful interdisciplinary mixture of topics is combined in this book which will be of great interest to many scientists.

Climate change and migration are major concerns in the MENA region. This study suggests that households do perceive important changes in the climate. The coping and adaptation strategies available to them deal with weather shocks are limited, as are community and government programs.

The Middle East and North Africa (MENA) is among the world's most vulnerable regions to climate change. The region is projected to experience increasing temperatures, water stress, and instances of extreme weather events, with direct consequences for regional food and water security. The links between climate change and conflict have been much discussed and debated among policy makers and academics alike. There is increasing consensus around a more moderate view that climate change alone will not likely generate conflict, instead, it will more likely serve as a threat multiplier that can put pressure on already scarce resources and exacerbate pre-existing issues, such as political instability, poverty, and unemployment, - underscoring the importance of a conflict-sensitive approach to climate change in this context. The greater use of technology, big data, and advanced modeling present a significant opportunity to inform targeted and appropriate guidance and policy options. With this approach, policymakers and practitioners can be better equipped to anticipate and effectively plan for changes, avoid unintended consequences, while strengthening the long-term viability of the environment and natural resources and encouraging cooperation and strengthened social contract.

The Middle East and North Africa (MENA) is an economically diverse region. Despite undertaking economic reforms in many countries, and having considerable success in avoiding crises and achieving macroeconomic stability, the region’s economic performance in the past 30 years has been below potential. This paper takes stock of the region’s relatively weak performance, explores the reasons for this out come, and proposes an agenda for urgent reforms.
