In this book a multinational and inter-disciplinary group of contributors have written original essays seeking to provide the first profile of the strategic cultures of the states of the Asia-Pacific region. Strategic culture consists of the traditional cultural, historical, political and societal factors that help shape the defence policies and strategic behaviour of countries. As such, it is a necessary element in understanding the security issues of this changing and increasingly significant region in world politics. In addition to contributing to a better understanding of the security problems and prospects of the Asia-Pacific, the book gives additional empirical flesh to the developing concept of strategic culture and also relates it to the prospects for conflict management in the region, as well as military strategy.

Strategic Asia 2016-17 examines how the region's major powers view international politics and the use of military force. In each chapter, a leading expert analyzes the ideological and historical sources of a country's strategic culture, how strategic culture informs the thinking of the country's policymakers, and how these understandings lead to decisions about the pursuit of strategic objectives and national power.

This book shows how one of the most powerful tools of security studies—strategic culture—illuminates the origins and implications of the Asia-Pacific region’s difficult issues, from the rise of China and the American pivot, to the shifting calculations of many other actors. Strategic culture sometimes challenges and always enriches prevailing neo-realist presumptions about the region. It provides a bridge between material and ideational explanations of state behavior and helps capture the tension between neoclassical realist and constructivist approaches. The case studies in this book survey the role of strategic culture in the behaviors of Australia, China, Japan, the Philippines, South Korea and the United States. They show the contrast between structural expectations and cultural predispositions, as realist geopolitical security threats and opportunities interact with domestic elite and popular interpretation of historical narratives and distinctive political-military cultures to influence security policies. The concluding chapter devotes special attention to methodological issues at the heart of strategic cultural studies, as well as how culture may impact the potential for future conflict or cooperation in the region. The result is a body of work that helps deepen our understanding of strategic cultures in the Asia-Pacific in comparative perspective and enrich security studies. In 2015, Congress tasked the Department of Defense to commission an independent assessment of U.S. military strategy and force posture in the Asia-Pacific, as well as that of U.S. allies and partners, over the next decade. This CSIS study fulfills that congressional requirement. The authors assess U.S. progress to date and recommend initiatives necessary to protect U.S. interests in the Pacific Command area of responsibility through 2025. Four lines of effort are highlighted: (1) Washington needs to continue aligning Asia strategy within the U.S. government and with allies and partners; (2) U.S. leaders should accelerate efforts to strengthen ally and partner capability, capacity, resilience, and interoperability; (3) the United States should sustain and expand U.S. military presence in the Asia-Pacific region; and (4) the United States should accelerate development of innovative capabilities and concepts for U.S. forces.

The conventional understanding of strategic issues in the modern world has been very much a Western-driven phenomenon. That is to say, Western strategists, thinkers and writers have tended to establish the principles of strategic concepts, and to develop theories around them. While there is utility in much Western strategic thought, it is also apt to note that some of it does not have full relevance or validity when applied to a regional setting that is far removed from the geographical boundaries of the Western world. In that connection, this volume is partly intended to serve as an antidote to much of the Western commentary on Asia-Pacific security issues by providing a range of perspectives on those issues from the Southeast Asian point of view. It offers a range of Southeast Asian perspectives on the multifaceted security issues that confront the Asia-Pacific region in the post-Cold War era. That there is no unitary perspective emanating from the region is symptomatic of the very fluid geopolitical situation that characterizes Asia-Pacific security, and, of equal import, the different schools of thought that analysts in the region have chosen to subscribe to.
