Case studies were conducted in five selected Asian countries on their water policy reform initiatives. Of the five countries, China stands out as the country that has derived the most from on-going global efforts in promoting water sector institutional reforms and the concept of integrated water resources management (IWRM). China has emerged as the leader in adapting these concepts to suit the context of the country. Advanced stages of water development in many parts of the country and increased water shortages due to rapid economic development have prompted China to forge ahead in the search for institutional solutions to make the water sector more productive, and the management of water resources more sustainable. In the other selected countries, efforts to replicate the models of developed countries without much adaptation and due reference to their stages of development have generally failed. The dominance of irrigation within the water sector and the informality of the economy related to water in these countries seem to make the application of prescribed IWRM principles rather unfeasible. The lesson to be drawn from policy reviews of the five countries is that effective waterinstitutions are not static systems, but are adaptive and dynamic institutional developments compatible with the local context, particularly with the structure of the overall economy of the country and its water sector.

This report describes the development of the near real-time drought monitoring and reporting system for the region, which currently includes Afghanistan, Pakistan and western parts of India. The system is based on drought-related indices derived from high-resolution remote-sensing data (MODIS). The unique feature of the study is the development of regression relationships between drought-related indices obtained from MODIS and AVHRR data, which have different pixel-resolution and optical characteristics. The goal is to make the system available, via Internet, to all stakeholders in the region.

The management of water resources is being transformed in South Africa. All water users, especially the small-scale ones, are now invited to participate in this movement. This report reviews the process of inclusion of small-scale users in the new large-scale Water User Associations (WUA).Considering the difficulties encountered in this process, this report also recommend external monitoring after the transformation of an Irrigation Board into a WUA. This method may also facilitate assessment of the inclusion of small-scale users into catchment management agencies, and water resource management organizations.

This book deals with the challenges for efficient groundwater management, with a focus on South Asia and India, providing a balanced presentation of theory and field practice using a multidisciplinary approach. Groundwater of South Asia is increasingly confronted with overuse and deteriorating quality and therefore requires urgent attention. Management of the stressed groundwater systems is an extremely complex proposition because of the intricate hydrogeological set-up of the region. Strategies for sustainable management must involve a combination of supply-side and demand-side measures depending on the regional setting and socio-economic situations. As a consequence, the challenges of efficient groundwater management require not only a clear understanding of the aquifer configuration, but also demand for the development of a comprehensive database of the groundwater occurrences and flow systems in each hydrogeological setting. In addition, drilling and well construction methods that are appropriate to different hydrogeological formations need to be implemented as well as real-time monitoring of the status of the groundwater use. Also corrective measures for groundwater that is threatened with depletion and quality deterioration need to be installed. Finally, the legal framework of groundwater needs to be rearticulated according to the common property aspect of groundwater.
