This report summarizes a workshopâ€"Strengthening Science-Based Decision-Making: Implementing the Stockholm Convention on Persistent Organic Pollutants held June 7-10, 2004, in Beijing, China. The presentations and discussions summarized here describe the types of scientific information necessary to make informed decisions to eliminate the production and use of Persistent Organic Pollutants (POPs) banned under the Stockholm Convention, sources of information; scientifically informed strategies for eliminating POPs, elements of good scientific advice, such as transparency, peer review, and disclosure of conflicts of interest; and information dealing with POPs that decision makers need from the scientific community, including next steps to make such science available and ensure its use on a continuing basis.

Using a scientific approach to identify and take action against persistent organic pollutants (POPs), this book focuses on preventative measures to manage POPs at their source. Ten years after coming into force of the Stockholm Convention on Persistent Organic Pollutants (POPs), a wide range of organic chemicals (industrial formulations, plant protection products, pharmaceuticals and personal care products, etc.) still poses the highest priority environmental hazard. The broadening of knowledge of organic pollutants (OPs) environmental fate and effects, as well as the decontamination techniques, is accompanied by an increase in significance of certain pollution sources (e.g. sewage sludge and dredged sediments application, textile industry), associated with a potential generation of new dangers for humans and natural ecosystems. The present book addresses these aspects, especially in the light of Organic Pollutants risk assessment as well as the practical application of novel analytical methods and techniques for removing OPs from the environment. This work analyzes the Stockholm Convention on Persistent Organic Pollutants (POPs) prepared under the auspices of the United Nations Environment Programme Chemical Division. The treaty was adopted at the Conference of Plenipotentiaries in Stockholm on 24 May 2001, and was open for signature at United Nations Headquarters in New York until 22 May 2002. It is the first international legal instrument to focus attention on the dangers of persistent organic pollutants - chemicals that are commonly used as pesticides in agriculture and to control insects causing diseases like malaria. At the same time, these chemical substances are carcinogenic, mutagenic, and teratogenic, posing grave risks to human and animal health and the environment. The treaty is a comprehensive global attempt to reduce the risks to human health and the environment from the release of these persistent organic pollutants, currently known as "the dirty dozen."
